<br />Preliminary Plat: GAD's Prairie <br />May 24, 2006 <br />Revised June 23, 2006 <br />Page 3 of 6 <br />The traffic generation analysis conducted for this proj ect calls for the installation of a stop sign at <br />Nowthen and proposed Helium Street. No other improvements have been identified in the <br />analysis, with the exception of the consultation of Anoka County. \ <br /> <br />. Access and Streets: The plat proposes to gain access off of County Road 5 (Nowthen <br />Boulevard). The Anoka County Highway Department is currently reviewing the request for <br />access, as proposed by the plat. Any approvals will be contingent upon addressing the access and <br />traffic concerns from Anoka County. Comments from Anoka County should anticipate the <br />construction of turn lanes on the county road. <br /> <br />Proposed Helium Street is platted as a public street, with a service road right-of-way to 45 feet <br />instead ofthe standard 60 feet. However, the paved surface will remain a standard 24 feet. This is <br />generally acceptable to City Staff because of the proximity to County right-of-way and the lack <br />of necessity to construct a sidewalk. However, a trail will be required to be located along <br />Nowthen Boulevard. <br /> <br />The installation of a temporary cul-de-sac is required on all residential subdivisions, to allow <br />adequate turning provisions for residential, public works, and emergency vehicles. Please revise <br />your plat to indicate construction of this turning provision. <br /> <br />The driveway of Lot 1 is less than 15 feet from the edge of the temporary cul-de-sac pavement. <br />This will be problematic particularly for the plowing of snow relative to this lot. This lot may be <br />platted as an outlot or the configuration of the cul-de-sac may be revised to address this issue. <br />Please submit a revised plat that addresses this issue. <br /> <br />Helium Street must be constructed with curb and gutter, to urban street standards outlined in City <br />Code. <br /> <br />Easements: Drainage and utility easements are required over all areas held m common <br />ownership. Please revise your plat to reflect this. <br /> <br />. Density Transitioning: The preliminary plat proposes to construct townhomes adjacent to <br />single-family homes, and requires density transitioning. City Code allows a variety of measures <br />to satisfy the density transitioning requirements, including landscaping, benning, and holding in <br />land in common ownership. If land~caping is proposed, then Level 1 transitioning is required. A <br />minimum of six trees for every 100 feet of adjacent property, including two each of evergreens, <br />over-story trees, and ornamental trees, are required along the western boundary of the parcel, for <br />a total of 12 trees to be used for transitioning. It is preferable to use existing vegetation to satisfy <br />the density transition requirements where feasible. Please submit revised landscaping/tree <br />preservation plans that indicate these trees within the density transition area. <br /> <br />Landscaping: The following comments are offered regarding the landscaping plan, dated May 1, <br />2006: <br /> <br />-170- <br /> <br />. The site is required to have a minimum of 18,661 square feet of canopy cover. The <br />landscape plan includes a total of 15,875 square feet (10,597 of trees and 5,278 of shrubs) <br />
