<br />Preliminary Plat: GAD's Prairie <br />May 24, 2006 <br />Revised June 23, 2006 <br />Page 5 of6 <br />It appears the proposed units will meet the 35% natural stone requirement. The unit facing <br />County Road 5 must incorporate these architectural elements on the side of the structure that <br />faces the road. This will be verified before the issuance of a building permit. It is strongly <br />encouraged to vary the colors among buildings, as this contributes to high quality design and a <br />range in styles. <br /> <br />Planned Unit Development (PUD) Requirements: The following criteria have been set forth in <br />City Code for analyzing the content of a proposed development seeking a rezoning to PUD: <br /> <br />High Quality Design and Compatibility with Surrounding Land Uses <br />The proposed detached townhomes will include architectural elements of prairie-style homes that <br />appear to conform to the R-2 design standards. The surrounding land uses are townhomes to the <br />south and single family homes to the west. While density transitioning will be required, it <br />appears as though detached townhomes are a good fit in this mixed-density area. <br /> <br />Provision of a Wider Range of Housing Types, Prices Ranges, and Styles <br />The developer is proposing to construct one-level, association-maintained living. This is a newly <br />emerging housing option targeted for primarily empty-nesters and seniors. The houses are <br />proposed to be prairie-style, and incorporate a variety of unique design elements. <br /> <br />Public Amenities and Open Spaces <br />Planned-Unit-Developments require 50% private or 20% public space. The site proposes .65 <br />acres of impervious surface as proposed, and .83 acres with the development of the three outlots. <br />Under each scenario, the total open space/non-impervious area is more than 50 percent. Private <br />open space can include yard space, areas held in common ownership, street boulevards, and <br />drainage areas. <br /> <br />Preservation of Natural Amenities and Scenic Qualities <br />It does not appear that there are any significant natural amenities or scenic qualities to this site, <br />with the exception of its wooded characteristics. Efforts should be made to retain as many trees <br />as possible, especially throughout the density transition area. <br /> <br />Trail Development: The City is requiring the construction ofa trail along the eastern edge of the <br />plat, adjacent to Nowthen Blvd., to facilitate a regional trail connection. Also, the 2006 Trail <br />Development Fee is $580 per dwelling unit. The development fees in effect at the time of fmal <br />plat approval will be charged. <br /> <br />Park Dedication:. The proposed plat wason the June II, 2006 Park Commission agenda, and the. <br />commission recommended satisfying park dedication requirements through a cash payment. The <br />2006 Park Dedication fee is $2,400 per residential dwelling unit. <br /> <br />Sewer and Water Lateral Fees: The sewer and water lateral pipes have already been installed <br />along Nowthen Boulevard, and the applicant is responsible to pay the lateral fees. The 2006 rate <br />for sewer laterals is $3,417 per unit and water laterals are $7,795 per unit. The rate in effect at the. <br />time of Final Plat will apply to the project. <br /> <br />-172- <br />
