City of Ramsey Active Community Planning Proposal Deadline: June 1, 2007 STAFF QUALIFICATIONS Breanne DaInes, Associate Planner Professional Experience: Breanne has worked with the City of Ramsey for 2 years as an Associate Planner. In that role, she works on reviewing development proposals for conformance with the City Code, proposed revisions to the Zoning and Land Use chapters of City Code, provides the general public with assistance in zoning inquiries, and is a staff liaison for the 2008 Comprehensive Plan update. In previous roles, Breanne has worked as a planning intern for the City of Burnsville, conducted housing research and analysis on behalf of two Minneapolis neighborhoods, and worked on a subcontractual basis with McKnight foundation to facilitate a smart growth task force that examined policy initiatives for producing smart growth legislation. Education: Breanne received her Master's of Urban and Regional Planning degree from the University of Minnesota, Hubert H. Humphrey Institute of Public Affairs in 2005. She obtained her Bachelor of Arts degree from Augsburg College in 2003. Other Affiliations: Boardmember, Windom Community Council Member, Minnesota American Planning Association Member, Midtown Greenway Coalition Mark Riverblood, Parks Supervisor Professional Experience: Mark has served the City of Ramsey for 25 years which included 20 years managing the public water and sewer utility, in addition to parks and public land responsibilities. Primary responsibilities include; planning, directing and managing a comprehensive development program for parks, trails and public spaces as well as long and short-term maintenance and operations for the park system. He also reviews land use applications for park and trail needs and negotiates with landowners and developers for park and trail dedication. Mark has a demonstrated record of successful grant administration, the last one of which was the 2006, $500,000 Trott Brook Greenway project, that was completed on-time, and exceeded both budget expectations and the trail easement, land acquisition and conservation easement goals. Education: Mark has a diverse educational background in natural resources and public administration, including holding both .appointed and elected office; and is presently completing his undergraduate degree with a 3.5 GP A.
