<br />CASE # 3 <br /> <br />REQUEST FOR PRELIMINARY SITE PLAN REVIEW OF <br />CREST VIEW AT RAMSEY TOWN CENTER; <br />CASE OF CREST VIEW SENIOR COMMUNITIES <br />By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />Crest View Senior Communities has submitted a site plan and minor plat application to construct a <br />multi-story senior housing and assisted living complex on a portion of Outlot AA of Ramsey Town <br />Center Addition. The subject property is located south of Sunwood Drive, east of the Municipal <br />Center. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Proposed plat <br />c) Site plan <br />d) Grading plan <br />e) Utility plan <br />f) Landscaping plan <br />g) Building elevations <br />h) Planning Commission meeting minutes dated April 5, 2007 <br />i) City Staff review letter dated March 30, 2007, revised May 15,2007 <br /> <br />Notification: <br /> <br />Site Plans do not require a public hearing, however notification of the proposal was sent to property <br />owners within 700 feet of the subject property. <br /> <br />Funding Source: <br /> <br />Staff time necessary to review the proposal is paid for by the applicant from the escrow deposited <br />with the land use application. <br /> <br />Observations: <br /> <br />The proposed building includes three distinct sections: independent senior living (103 units) fronting <br />Sunwood Drive, a Commons area that will include congregate dining and other services, and an <br />Assisted Living/Memory Care wing (49 unitS) which will wrap back around towards Rhinestone <br />Street and Civic Center Drive. In total, the facility will have 152 units. <br /> <br />The site is located within the Town Center TC-l Subdistrict, which is the mixed-use core. Mixed-use, <br />multi-story residential buildings are a permitted use in this district. The TC-l District requires a Floor <br />Area Ratio (FAR) of 0.75 in this district; the Crest View project will have a FAR of approximately <br />IA. The TC-l District requires buildings to be 2-5 stories in height, which the proposal satisfies. A <br /> <br />-95- <br />
