<br />small portion of the complex will be I-story (part the Commons area), but it is mostly internal to the <br />site. <br /> <br />The Town Center Zoning District establishes setback standards based on the principle of "build to" <br />lines rather than traditional setbacks. The only setback requirement in the TC-l. District is in the front <br />yard, where buildings must be within 0-5 feet of the property line. At least 60% of the front fa~ade <br />must meet this setback. On the'submitted site plan, the entire Sunwood Drive building frontage will <br />be elevated on a retaining-type wall, which will be within 6 inches of the property line, meeting the <br />front yard setback requirement. The TC-l District requires a minimum density of 15 units per acre; <br />the submittal. sh9WS an overall density of 36 units per acre. <br /> <br />The complex will derive access from Rhinestone Street and Civic Center Drive. Underground parking <br />(84 spaces) is provided for the independent units. A surface parking lot (35 spaces) is available for <br />visitor parking off of Rhinestone Street, and a second ,lot (26 spaces) is available for staff parking off <br />of Civic Center Drive. Staff would also note that there are approximately 40 on-street parking spaces <br />surrounding the facility. <br /> <br />The minimum parking requirements in City Code do not call out a specific standard for senior <br />housing. Staff has confirmed with the applicant that very few (if any) of the assisted living/memory <br />care residents will own cars. This leaves the 103 independent units. The applicant reports that an <br />industry parking standard for this type of unit is between 2/3 and 1 space per unit. The 84 garage <br />spaces represent about 80% of the independent units. <br /> <br />The Town Center has specific architectural and site development standards, per the Town Center <br />. Development Guidelines. Overall, the submitted plans meet or exceed these requirements. Staff has <br />requested a few revisions, per the City Staff Review Letter. One thing Staff would like to point out is <br />the use of vinyl siding on portions of the building, notably the Commons area. The Town Center <br />Development Guidelines prohibit the use of vinyl siding, except as a complementary material. <br /> <br />The landscaping plan is generally acceptable in accordance with comments outlined in the City Staff <br />review letter. The grading, drainage, and utility plans require some minor modifications in accordance <br />with the City Staff review letter. <br /> <br />A minor subdivision is also being processed along with the site plan request. The fmal plat will come <br />before the City Council with the final site plan. Though no action is needed by the City Council on <br />the sketch plan for the plat, a copy is included for your information. The Planning Commission had <br />no comments on the sketch plan. <br /> <br />The Planning Commission reviewed the proposal at their April 5, 2007 meeting, and recommended <br />that the City Council approve the preliminary site plan. <br /> <br />-96- <br />
