<br />1. The use of candles shall be approved by one of the following officials within the <br />Municipal Center: <br />a. Fire Marshal <br />b. Fire Chief <br />c. City Administrator <br />2. The use of Class I and II liquids and LP-gas shall not be used. <br />3. Liquid lighting devices shall not be used unless approved by the Fire Marshal. <br />4. The device or holder shall be constructed to prevent the spillage of wax at a rate <br />of more than .025 teaspoon per minute if tipped over. <br />5. The device or holder shall be designed so that it will return to the upright position <br />after being tilted to an angle of 45 degrees from vertical. The only exceptions to <br />this are devices that self extinguish if tipped over and do not spill wax if tipped <br />over. <br />6. The candle shall be placed in an area clear of combustibles and not within the <br />window ledge where curtains, blinds, drapes, etc can start fire. They shall also <br />not be placed near decorative materials. <br />7. Candles shall be limited to ONE unless approved by the Fire Marshal. <br />8. Adult supervision is required at all locations that candles are lit. <br />9. Those"that light the candles shall extinguish the candles. A common scenario is <br />when someone is told to extinguish candles that were lit by others, that person <br />does not know how many or where the candles were lit and one or more are left <br />unattended as a potential fire source. <br />10. Candles shall not be placed in an area that obstructs or potenti,ally obstructs aisles <br />or exit systems. <br />11. Hand held candles shall not be passed form one person to the other. <br />12. If the candles(s) are in a candelabra configuration, the base needs to be secured <br />and balanced. <br />13. Candles should only be lit by a lighter, matches should not be used as they can <br />start fires when placed into the trash can within the room and if dropped put burn <br />holes in the carpet. <br /> <br />LIABILITY FOR DAMAGE <br /> <br />The user of the facilities as an individual and as a group are liable for any damage to <br />public or private property or injury to any person resulting from the use or presence at the <br />facilities. A conviction of vandalism can result in a $1000 fine and/or 90 days in jail. <br /> <br />This Facility Use and Rental Policy were adopted by Ramsey City Council on September <br />27, 1994, amended on May 27,2003, amended November 14th, 2006, amended January <br />23rd, 2007, mnended May 22, 2007. <br />
