<br />Councilmember Strommen commented it is her understanding if the City is not happy with the <br />service they can go out and look for a new vendor. <br /> <br />Councilmember Olson asked about the previous RFP for this service. <br /> <br />Police Chief Way indicated there was an RFP in 2003 and a four year contract was signed with <br />North Star Towing. There was not a contract prior to that. In the early 1980's, Dwayne's <br />Towing was used. <br /> <br />Mayor Gamec expressed his preference in awarding the contract to North Star Towing. He <br />stated their contract rates have been published, which puts them at a handicap, they have <br />provided good service, and as they are used by many other cities and counties. <br /> <br />Consensus of the Council was to proceed with an RFP process for towing service, with <br />performance standards included and the expectation that the contract would be terminated if the <br />expectations are not met, and with the Police Chief to provide a recommendation. <br /> <br />Councilmember Strommen stressed that the City is not obligated to go with the lowest bidder; <br />performance and other things will be a factor in the selection. <br /> <br />Councilmember Dehen requested Chief Way's recommendation to include background <br />information with the track record, including complaints, of the companies that respond to the <br />RFP. <br /> <br />Councilmember Jeffrey indicated he would assume the City will continue with an extension of <br />the existing contract with North Star Towing until the RFP process is completed. <br /> <br />2) Charitable Gambling <br /> <br />Interim City Administrator Nelson reviewed that at the April 3, 2007 worksession, staff <br />presented possible changes to the City's current charitable gambling ordinance. A proposed <br />draft is included in the packet with the following changes: <br />· A contribution of 5% to the City's Charitable Gambling Fund: this is currently at 3% <br />· Business or operation needs to be located within the City of Ramsey for at least two years <br />· Documentation by organizations of how they have expended 75% of "Lawful Purpose <br />Expenditures" within Ramsey trade area <br /> <br />Interim City Administrator Nelson noted Council discussed the caveat of "grandfathering" in <br />organizations outside of the City's trade area. This would relate to Climb Theater and Anoka Ice <br />Arena. She indicated clarification was needed in the ordinance regarding the documentation <br />required on how the organizations have expended the 75% of "Lawful Purpose Expenditures". <br /> <br />Finance Officer Lund stated a question was raised at the worksession about whether the City <br />could request that a certain percentage of the "Lawful Purpose Expenditures" be spent in the City <br />of Ramsey alone.
