<br />City's trade area and the City cannot designate a set amount for any particular area within that <br />trade area. <br /> <br />Councilmember Dehen stated he wanted Ramsey to realize as much of these expenditures as they <br />could; knowing that cannot be done he would like to see a larger contribution to the City's <br />Charitable Gambling Fund. <br /> <br />Councilmember Jeffrey stated he agrees they want Ramsey to take the full benefit of money <br />coming in from pull tabs. He has researched this and knows that the Ramsey Lions spends <br />almost all oftheir money in Ramsey. When he looked into Climb Theater he was concerned that <br />they raise charitable gambling funds and put on performances, and then they pay themselves. He <br />is concerned in how a 501c3 organization can pay themselves for performances they put on at the <br />full rate. He does not think Climb Theater can meet the requirement of spending 75% of <br />"Lawful Purpose Expenditures" within Ramsey's trade area; they spent approximately $20,000 <br />at Ramsey Elementary School. He would suggest asking the Ramsey Lions to support Climb <br />Theater in the City. He stated he is fine with the 5% contribution to the City's Charitable <br />Gambling Fund and the 75% of "Lawful Purpose Expenditures" being spent within Ramsey's <br />trade area. <br /> <br />Cotlncilmember Strommen suggested a requirement that the business or operation needs to be <br />located within Ramsey's trade area, rather than within the City. This would include the hockey <br />groups but would not apply to groups that are more spread out, and it would not require <br />organizations to be "grandfathered" in. <br /> <br />Councilmember Jeffrey expressed concern that allowing the organization to be located in the <br />trade area would bring in service organizations from further out, such as in Elk River or Dayton. <br />He is not opposed to the requirement that the business be located in the City of Ramsey with the <br />"grandfathering" in. <br /> <br />Councilmember Elvig commented the premise of this is not to legalize gambling, but to benefit <br />the community and to be aware that the funds are directed the right way. The more teeth that are <br />put into this ordinance they can be sure the funds are coming back for kids programs and kids <br />within the community. <br /> <br />Councilmember Look stated if Climb Theater's license is not renewed he would assume the bar <br />will be actively pursuing someone else quickly, and the dollars that Climb Theater has <br />contributed will be that much more that a hockey association or another organization will give to <br />the community. He was impressed by Climb Theater's presentation based on the topic and <br />subject matter they get involved with, and their commitment to kids. He would not like to see <br />Climb Theater struggle financially or their program suffer as a result of being pushed out of <br />Ramsey. He sees it as two issues to be dealt with, and they cannot win on both necessarily at this <br />point. <br /> <br />Councilmember Dehen pointed out that the track record of how organizations are spending the <br />75% of "Lawful Purpose Expenditures" within the Ramsey trade area will give a good indication <br />of whether it is a company they want to conduct charitable gambling in the City. <br /> <br />City Council Work Session / May 8, 2007 <br />Page 6 of8 <br />
