<br />Councilmember Olson suggested a requirement that the 75% must be a direct benefit to the City, <br />and cannot be used for other fundraising. <br /> <br />Interim City Administrator Nelson indicated Climb Theater is doing things with their <br />expenditures to. grow their entity that are not necessarily a direct benefit to the kids, but that they <br />see as their mission. <br /> <br />Councilmember Jeffrey stated Climb Theater is the number one or two generator in the City in <br />pull tab funds. He suggested the Ramsey Lions be asked to help cost share what Climb might <br />have done in the community. <br /> <br />Consensus of the Council was to direct staff to' amend the proposed ordinance as presented. <br />Organizations that do not meet the requirement to provide documentation of how they expend <br />75% of "Lawful Purpose Expenditures" within the Ramsey trade area will be brought forward <br />for Council discussion. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />Councilmember Look stated he has been receiving phone calls regarding the Natural Resources <br />Inventory card that has been sent to property owners. He believes people are more interested in a <br />consent-based program. He suggested that a signature be obtained from the property owners <br />before going onto their property. This card says the property owner should call the City if they <br />do not want their property accessed; however, if the property owner does not call he does not <br />know that it constitutes permission to access their property. He suggested including this.topic on <br />a future worksession. <br /> <br />Mayor Gamec state~d the process begins next week and will be finished within two weeks. <br /> <br />Councilmember Look questioned how this plays out with trespassing laws. <br /> <br />Councilmember Strommen stated the mailing states if there is a problem the property owner <br />should call the City.
