Principal Planner Trudgeon replied that that was a possibility. <br /> <br />Councilmember Zimmerman stated that that would have to be a decision made by staff. <br /> <br />Councilmember Elvig stated that the involvement of the Planning Commission is a very <br />important element. <br /> <br />Councilmember Kurak agreed, but only if there is a quorum. <br /> <br />Councilmember Elvig inquired if the site was separated into different districts would that be <br />beneficial. <br /> <br />City Administrator Norman replied that that was a good question, but he was not prepared to <br />answer. He stated that staff understands that the Council does not want taxpayers to feel the <br />impact of the project; they want the project to balance itself. The City could look at special <br />taxing districts, as well as assessments in order to accomplish that. <br /> <br />Councilmember Elvig inquired if there was a separate district, would there be a different <br />approach the Planning could go through. <br /> <br />City Administrator Norman explained that for the actual platting of the land, the Planning <br />Commission needs to be involved, but a different committee could do the site plan review. The <br />subdivision and plat approvals need to include the Planning Commission. <br /> <br />Councilmember Strommen stated that she wanted to be careful with changing the process too <br />much because residents already have a difficult time following the normal process. <br /> <br />City Administrator Norman explained that Bright Keys has been working with the City on a <br />couple of different site plans, but a lot of things have changed in the area with the discussion of <br />the Town Center. It was suggested by staff that the row house approach on the western portion <br />of the project would be more appropriate to flow into the Town Center. <br /> <br />Phil Dommer, Bright Keys, presented a plan for his project north of the Town Center explaining <br />that they intend on capturing the character of the Town Center. <br /> <br />Councilmember Zimmerman inquired if they should be including the Bright Keys site as part of <br />the Town Center development. <br /> <br />City Administrator Nom~an noted that that is a discussion that will be going through the Town <br />Center Task Force. It was staff's opinion that the area fits into the Town Center project, but the <br />developer would probably like to hear that from the City Council. <br /> <br />Councilmember Kurak stated that the Bright Keys site is the missing link to the Town Center <br />project. <br /> <br />Councilmember Pearson felt that including the Bright Keys property as part of the Town Center <br />would tie the area together. <br /> <br />City Council Work Session/May 6, 2003 <br /> Page 10 ofll <br /> <br /> <br />
