City Administrator Norman noted that staff would be requesting at the next Personnel Committee <br />meeting authorization to hire two new employees. <br /> <br />Councilmember Elvig inquired as to how much of the Principal Planner's time is being spent on <br />the Town Center project. <br /> <br />Principal Planner Trudgeon replied that about half of his time is spent on the Town Center <br />project. <br /> <br />Councilmember Elvig stated that if the City does not have enough personnel power it could <br />create problems. <br /> <br />Mr. Feges stated that as a collaborative effort they are willing to assist the City in getting things <br />completed. They will work together with the City to make sure the needed funds are available to <br />assist staff. <br /> <br />Councilmember Elvig inquired if staff was aware that they could call on the resources offered by <br />Ramsey Town Center LLC. <br /> <br />Principal City Engineer Olson explained that with the letter of intent signed by the developer and <br />the letter of credit staff has called on some consultants to help them out. <br /> <br />Councilmember Kurak inquired if the City could use the same theory to bill an employee back to <br />the developer. <br /> <br />Principal City Engineer Olson explained that staff currently bills their time back to the developer. <br /> <br />Councilmember Kurak inquired if it was possible to change the process regarding the <br />involvement of the Planning Commission. <br /> <br />Principal Planner Trudgeon replied that the Planning Commission is required to be involved with <br />the process. <br /> <br />City Administrator Norman noted that they could be creative on how they handle things such as <br />holding joint meetings when they are addressing Town Center issues. <br /> <br />Councilmember Kurak stated that the City has had a problem with the lack of a quorum on the <br />Planning Commission, and what if that continues to happen. Could their lack of action stop the <br />project or can the Council proceed without action by the Planning Commission. <br /> <br />Principal Planner Trudgeon replied that the Planning Commission does have to be involved. <br /> <br />Councilmember Kurak stated that there is going to be a lot of work required with the Town <br />Center development and questioned if the Planning Commission should be meeting twice a <br />month rather than once a month. <br /> <br />City Council Work Session/May 6, 2003 <br /> Page 9 of 11 <br /> <br /> <br />
