At least 10% of the open space must be <br />shown as an easily identifiable common area for the use of the surrounding residents. The <br />dt'velopment is proposing 1 acre of open space, which equates to 74% open space. This plat is <br />the second phase to Alpine Acres, which contains several nodes of identifiable con'm-ton open <br />space areas. ... <br /> <br />Stormwater Mana[ement Fee: The City has enacted a stormwater management ~:ee of $375.00 <br />pet' unit. A payment in the amount of $2,250 will be required .prior to the City releasing the plat <br />for recording. <br /> <br />Tree 'Prescrvntion Plan: A tree preservation plan was not submitted to the City. HoWever, there <br />does appear to be some ex'isting trees shown on the landscaping plan. It is'unclem: whether any <br />of these existing trees are going to be preserved'. This needs to be clariSed and the preliminary <br />plat revised accordingly. <br /> <br />Density, Transitionint: City Ordinm~ces require a trmasition between higher density <br />developments and lower density developments. The subject development is required to provide <br />density transifioning along the western and northwestern edge of the developme~xt as it is located <br />adjacent to existing single-family homes. The prelim/nary plat is proposing to satisfy density <br />transitioning through the landscape buffer option. The buffer area'is required to be a tWenty-five <br />(25') foot wide area located along the common boundary. <br /> <br />The northern boundary o:[ the dexre, lopment abutting existing single-family homes is roughly 180 <br />feet. This results in the need for four (4) conifers, four (4) deciduous overstory trees, and tKree <br />(3) ornamentals. The landscaping plan dated April 30, 2003 does not specify which plantings are <br />being used to fulfill the density transitioning requirements.. However, within the twenty-five foot <br />buffer area, there are four (4) deciduous overstory trees, thre~ (3).ornamentals, and one conifer, <br />Therefore, to fulfill tine density trm~sitioning requirement for the northern boundary, an additional <br />three (3) conifers neecl to be installed. <br /> <br />The western bounclary of the development abutting an existing single family house is roughly <br />200 feet. To fu]511 the density transitioning requirements for this common boundary, there needs <br />to be four (4) conifers, four (4) deciduous overstory trees, and four (4) ornamen.tals. Again, the <br />current plan does not specify which trees are being used to fulfill these req~.tirements. However, <br />within the twenty-five ~bot buffer area, the plan does show five (5) conifers, four (4) deciduous <br />overstory trees hnd n.o ornamentals. Thus, a minimum of four (4) ornamen.tal trees need to be <br />installed to satisfy density transitioning requirements. <br /> <br />The City needs to t'eceive and approv, e a revised plan speci'ficaJly showing ithe density <br />transitioning plantings that, at a minimum, includes species and size of trees to be planted. As <br />noted above in the [and. scaping section, a greater mix of species should be utilized to help protect <br />against pest/pathogen infestations that can devastate monoculture plantings. <br /> <br /> <br />
