4) Accept Resignation of Building Official and Appoint an Interim Building Official <br />The Personnel Committee recommended that the City Council accept Glyn Huff's resignation <br />from his position as Building Official for the City of Ramsey effective May 6, 2003, and <br />authorize the City Administrator to enter into an agreement with Inspectron, Inc. for inspections <br />services for a period of six months beginning May 14, 2003. The rate of compensation to <br />Insepctron, Inc. would be $65.00 per hour for approximately 20 hours per week. The Committee <br />also recommended that the City Council appoint Ron Wasmund, President of Inspectron, as the <br />City's building official. <br /> <br />Assistant City Administrator Nelson explained that the agreement they have been working on <br />with Inspectron, Inc. is that the City would pay a flat rate of $65.00 per hour. Typically <br />contracted building official services require a percentage of the permit fee be given back to them. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Elvig, to adopt Resolution <br />//03-05-114 accepting the resignation of Building Official Glyn Huff, and appointing Ron <br />Wasmund, Cert. # 0903, as the City's Building Official. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Pearson, Elvig, Cook, Kurak, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />5) Consider Authorization to Begin Recruitment Process for a Civil Engineer II <br /> <br />6) Consideration of Authorization to Begin Recruitment Process for an Associate <br /> Planner <br />The Personnel Committee recommended that the City Council authorize staff to begin the <br />recruitment process to hire a Civil Engineer II and an Associate Planner. <br /> <br />Councilmember Elvig stated that they had discussed moving forward with franchise fees only so <br />that they could position themselves if they needed to because of the cuts to local govennnent aid, <br />but they were not necessarily going to adopt the franchise fees. He expressed concern with hihng <br />employees based on the City implementing the franchise fees. <br /> <br />City Administrator Norman replied that they should not focus on franchise fees with these cases <br />because the positions would primarily be covered by development fees. <br /> <br />Councilmember Elvig stated that he wanted it to be clear that they were not looking to adopt <br />franchise fees, but they were only looking for future potential. <br /> <br />Councilmember Zimmerman stated that if they are going to hire two people because of the <br />demand of Town Center then maybe they should be requiring more of a deposit from Ramsey <br />Town Center LLC to cover those costs. <br /> <br />City Administrator Norman replied that Ramsey Town Center LLC has stated that they are <br />willing to do that. <br /> <br />City Council/May 13, 2003 <br /> Page 22 of 29 <br /> <br /> <br />
