Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Strommen, Elvig, <br />Kurak, Pearson, and Zimmerman. Voting No: None. <br /> <br />4) Consider Resolution Calling for Public Hearing on Issuance of Revenue Bonds to <br /> Finance Charter School <br />City Administrator Norman stated that the PACT school is considering another financing method <br />in addition to the revenue bonds. As of the time of this meeting, the Charter School had not yet <br />made a decision. It was recommended that the Council pass the resolution and direct staff to <br />wait to hear from PACT School until a decision is made so that no funds are spent. <br /> <br />Councilmember Elvig stated that the Finance Committee discussed the architectural layout of the <br />building so that it could have multiple uses if the school failed, who would be the owner of the <br />school, and the Finance Committee recommended that the issue be discussed further at a work <br />session. <br /> <br />Councilmember Cook inquired if those issues could be resolved in a development agreement. <br /> <br />City Administrator Norman replied yes. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Kurak, to adopt Resolution #03- <br />05-120 calling for a public hearing for issuance of revenue bonds to finance the Charter School <br />Facilities, and authorizing the publication of a notice of the hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Kurak, Cook, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />5) Authorization to Contract for T.H. #10 Corridor Environmental Study <br /> <br />The Finance Committee recommended that the City Council enter into a contractual agreement <br />with The Tinklenberg Group to perform an AUAR Study on T.H. #10, as well as other outreach <br />and funding sources oversight activities concerning T.H. #10 and to enter into a joint powers <br />agreement with Anoka County for completion of the AUAR of T.H. #10 process with the City of <br />Ramsey as lead agency. The Finance Committee also recommended that staff be directed to <br />request participation from Ramsey Town Center LLC and that The Tinklenberg Group pursue <br />both state and federal funding options. <br /> <br />City Administrator Norman noted that the motion should be contingent upon the City receiving <br />the $5,000 from the Met Council. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to direct staff to enter into <br />contractual agreement with The Tinklenberg Group to perform an AUAR Study on T.H. #10, as <br />well as other outreach and funding source oversight activities concerning T.H. #10 and to enter <br />into a joint powers agreement with Anoka County for completion of the AUAR of T.H. #10 <br />process with the City of Ramsey serving as lead agency, contingent upon acceptance of <br /> <br />City Council/May 13, 2003 <br />Page 27 of 29 <br /> <br /> <br />
