COUNCIL BUSINESS

Case A:

License Approval

Police Chief Way expressed concern over the application for a peddler/solicitor license for an ice
cream truck submitted by Anoka Blaine Ice Cream. He explained that in doing a check on the
business at their own Police Department they found a case involving the applicant and upon
further review discovered two additional instances in the City of Blaine pertaining to the
applicant. Based on that information, he recommended that the Council either delay action for
further review or deny the application.

Mayor Gamec inquired if the Police Chief felt that it was better to review the application further
or does the information before them warrant denial of the application.

Police Chief Way replied that he was not sure what more he could do; therefore, he
recommended that the City not approve the permit at this time. If the applicant has a concern
with the denial of the application that can be brought forward.

Councilmember Zimmerman suggested that the Council approve the Gas and Cigarette license
and delay action on the other application until they have time to review the information.

Councilmember Elvig stated that if Chief Way is recommending not approving the application he
would tend to go with that recommendation.

Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve the Gas &
Cigarette License application submitted by Almaden Soft, Inc. DBA Hot Stop and deny the
Peddler/Solicitor License submitted by Anoka Blain Ice Cream.

Further discussion: Councilmember Kurak agreed that based on the information provided they
should decline the application. Councilmember Cook stated that they have to be especially
careful when someone is dealing with children.

Motion carried.
