I <br />I <br />I <br /> <br />I <br /> <br />need to acquire property to the west, which is owned by Anoka County. In conversations <br />between Anoka County and the developer, the proposed connection is acceptable, however it. is <br />anticipated that some time will be required to resolve legal issues. Staff is recommending the <br />developer construct Riverdale Drive as proposed with the provision that the connection of <br />Riverdale Drive to the highway will be temporary in nature. .When Anoka COunty and the <br />developer are able to work out legal issues the connection will need to be realigned and <br />constructed, as a permanent intersection. City Code also requires the development to provide ia <br />minimum of 40% open space, 10% of which much be identified as a common area for use by <br />residents of the development. The. development exceeds open space requirements. The <br />development will be serviced by municipal water and sewer. The Park and-Recreation <br />Commission. reviewed the sketch plan of Rivenwick 34 Addition at their August meeting. The <br />Park Commission is recommending an 8-foot trail along Riverdale Drive extending fi-om the <br />westerly boundary line to Garnet Street. The trail will continue to extend along the northwest <br />side of Riverdale Park to the eastern edge-of the park. Park dedication is recommended.-to be <br />satisfied by a cash payment. The-project is subject to the review and permitting process- of the <br />Lower Rum River Watershed Management Organization (WMO). <br /> <br />Citizen Input · <br /> <br />Dave Schulte, Turtle Moon, Inc., stated' that they have worked with staff to Comply with the <br />requests made by City staff In regards to the access to Highway #1.0, they have, agreed to <br />construct a temporary street to Highway #10 until the time the County chooses t° 'develop the <br />regional p, ark. <br /> <br />Chairperson Nixt inquired .if they will be signalizing the access t° Highway #1.0 at this time or <br />wait since it is scheduled for 2004. <br /> <br />City Engineer Jankowski replied that they should be doing the minimum necessary to get the <br />lights functioning. He noted that staff-did receive a letter fi-om Anoka County stating that the <br />future lighting in 2005 would be a federal project, funded 90 percent by the federal, government, <br />so staff would propose that the developer pay the cost to install the necessary temporary <br />signalization. <br /> <br />Mr. Schulte stated that numerous alternatives were discussed for the alignments of the streets: <br />One was to bring Riverdale Drive up to the development; but for emergency vehicle purposes the. <br />City felt there should be an alternative route, which is why the .temPorary road was being <br />proposed to Highway #10. <br /> <br />Chairperson Nixt inquired if plat approval is-conditioned upon the developer paying, the costs to <br />signalize the intersection at Highway #10-would the developer be in agreement. <br /> <br />Mr. Schulte inquired as to what they would, be looking for Costs. <br /> <br />Chairperson Nixt replied that he would have m discuss the details with staff.
