plat the proposed development in phases and the first phase consist of Lots 8, 9, and <br />Subsequent to the Planning Commission meeting, Staff and the Developer had further <br />discussions regarding the option to plat a portion of Riverdale Drive as an Outlot. The DevelOper <br />stated that he would prefer to plat and construct R/verdale Drive to connect to U.S. Highway ~I0 <br />as proposed and at such time when Anoka County is ready to develop the park, negotiate with <br />Anoka County and the City the cost and design to realign P,_iverdale Drive to meet MnDOT's <br />second entrance standards. Connecting Riverdale Drive to U.S. Highway #10 at this time is a <br />desirable option as it will provide two access points into the development. It is also desirable in <br />that it will provide the development south of Trunk Highway 10, a second signalized outlet into <br />the highway. If the City Council approves the preliminary plat as proposed with R/verdale Drive <br />connecting to U.S. Highway #10 and Permitting the developer to proceed with final plat approval <br />for the whole development, Staff will draft language in the Development Agreement stipulating <br />what improvements and costs will be at the developer's expense and. what improvements may be <br />cost Shared regarding the upgrade of U.S. Highway #10/Ramsey Boulevard intersection and the <br />realignment of R_iverdale Drive. <br /> <br />Councilmember Hendriksen inquired as to what the rezo'ning requirements were. <br /> <br />Associate Planner Wald explained that currently there is a portion of the property that is platted <br />as an outlot for future expansion of Riverdale Drive and with the proposed development, the <br />future expansion of the Riverdale Drive will be shifted, which will require a rezoning from B-1 <br />Business to K-2 Medium Density Residential. <br /> <br />Councilrnember Anderson inquired if the 'City reqUires that berms be maintained. <br /> <br />Associate Planner Wald replied that the City does not require that berms be maintained; it was at <br />the request of the adjoining neighbors. <br /> <br />! <br /> <br />'128- <br /> <br />CoUncilmember Hendriksen stated that he did not think that the developer had the option of <br />selecting which type of density transitioning will occur, that decision would be. made by the City <br />Council. <br /> <br />Associate Planner Wald noted that the Planning Commission did review the preliminary plat and <br />recommended approval with the density transition as proposed. <br /> <br />Councilmember Hendriksen inquired if it was appropriate to grant preliminary plat approval <br />prior to rezoning the property. <br /> <br />City. Attorney GOodrich replied that preliminary plat should., be: approved only contingent upon <br />rezoning of the property. <br /> <br />Councilmember Kurak stated that she understands that there are open space requirements for <br />these types of developments and that open space is being proposed as-part of the plat, but she is <br />uncomfortable with the amount of units being proposed.
