I <br />I <br /> <br />I <br />I <br /> <br />10 03 12:14p <br /> <br />SRF ConsultinG GroUp Inc ?BS 475 242S <br /> <br />Mr. Steve Jankowski <br /> <br />November 26, 2002 <br /> <br />Summary and Conclusions <br /> <br />A residential development is proposed on a currently vacant site located in the southwest <br />quadrant of Garnet Street and the proposed extension of Riverdale Drive in theCity of Ramsey. <br />The proposed development includes 112 town homes. The purpose of this study.is to examine <br />the impacts this development would have on the adjacent roadway system. <br /> <br />p..14 <br /> <br />I <br /> <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br /> <br />Based on the analysis, the following conclusions and. recommendations are offered for your <br />consideration: <br /> <br /> · All key intersections currently operate at an acceptable overall LOs D or better during the <br /> a.m. and p.m. peak hours, with existing geometrics and traffic control, except for the <br /> intersection of TH 10/Sunfish Lake Boulevard. ·This intersection-currently operates at. a <br /> LOS E during the p.m. peak hour. The poor level of service at this intersection is dueto <br /> the high volume of through traffic on TH i0. In addition, the southbound left-mm <br /> volume is currently at the threshold for dual left-turn lanes (300 vehicles per hour'). <br /> <br />Under year 2005 build conditions, all key intersections are expected to operate at an <br />acceptable overall LOS C or better during the a.m. and p:m. peak hours, except for the <br />intersection of TH 10/Sunfish Lake Boulevard. This intersection will operate at a LOS E <br />during the a.m. peak and LOS F during the p.m. peak. <br />The recommended addition of Southbound dual left-turn lanes, a single northbound left- <br />turn lane and a separate through and right~turn lanes for both approaches at the <br />intersection of TH 10/Sunfish Lake Boulevard will improve side-street operations. <br />However, overall operations ·will' remain at unacceptable levels due to the high volume of <br />eastbound and westbound through vehicles: Only the construction additional through <br />lanes on TH 10 will improve the year 2005 intersection operation to an aCceptable-level <br />of service during the a.m. and p.m. peak hour. The poor level of service and resulting <br />recommendations are due to background traffic growth on TH i0 and would be needed <br />regardless of the new development. <br /> <br />Retaining full access to TH l0 at its intersection with Feldspar Street will not improve the . <br />operations at the adjacent' TH 1.0 intersections. Due to high volumes-and speeds along <br />TH 10, it is recommended that the median cross-over of TH 10/Feldspar Street is closed <br />to improve overal! safety in the study area. MnDOT is considering the closure of this- <br />median cross-over, along with two others between Ramsey Boulevard and Sunfish :Lake' <br />Boulevard, as. part of a mill and overlay project·schedUled for Spring 2005. Closure of <br />the median cross-over should be discussed at that time. <br /> <br />-149- <br /> <br /> <br />
