Case #5 City Council Joint Meetings Background: Staff is recommending that the City Council hold a couple of joint meetings in February 2003 to discuss Town Center matters. One should be a joint meeting with the Town Center Task Force. The purpose of this meeting would be to review the information gathered by the Task Force in more detail and discuss the role of the Task Force as the Town Center begins development. A second joint meeting should be held between the City Council and the developer, Ramsey Town Center, LLC. At this:meeting, the City Council could raises issues and have questions answered by the Developer as well as receive an update from Ramsey Town Center LLC on their design of the Town Center: Council ActiOn: Motion to set dates in February for separate joint meetings with the TOwn Center Task Force and the Developer, Ramsey Town Center LLC. Case#6 Town Center Alternative Urbanwide Area Review (AUAR) Environmental Review Background: The Town Center is of such a scale that a tremendous amount of environmental review will need to be completed before any construction can begin. Ramsey Town Center LLC has contracted with EOR Incl to start providing information needed for' the environmental review. The developer has requested that the City initiate envirOnmental review at the January 14, 2003 City Council meeting. As part of the initiation of the AUAR, a concept plan needs to be submitted. 'As the City Council may know, this plan is only used as a baseline for the environmental analysis. It should be noted that the initiation of the AUAR does not bind the Council to any specific design or plan. Representatives from the developer's team will be at the Council meeting to discuss the AUAK process more specifically and answer any questions that you may haVe.· As part of the AUAK process, the City will need to hire a consulting firm, at the Developer's cost, to review the technical information provided by EOR. This is important as ultimately the final document and mitigation plan that is produced is a City document that we will need to live by. and defend in the future.
