Staff and the Task Force <br />will be meeting with the representatives of the Ramsey Town Center LLC to review the <br />documents with them and listen to their suggestions regarding the draft. Once we are able <br />to do this, staff would propose that the City Council, Planning Commission, and the Town <br />Center Task Force hold a joint meeting to review the Town Center Zoning Districts and <br />Design Standards in greater detail. A copy of the Town Center Zoning Districts/Design <br />Standards are attached <br /> <br />Council Action: <br /> <br />No acti°n needed at this time. <br /> <br />Case #3 <br /> <br />City of Ramsey Town Center Concept Plan ("bubble plan") <br /> <br />Background: <br /> <br />The Task Force has been working on creating a 'concept plan that will show in very <br />general terms where certain types' of development should be located within the Town <br />Center site. The Task Force believes that the City of Ramsey should have something of <br />record that can guide the developer of the Town Center on how the City envisions the <br />Town Center site to be developed. The document is not a precise or specific plan on how <br />the Town Center should developed, but is intended to be a flexible document that can be <br />deviated from if desired by the City. The Task Force has looked at the draft of the <br />concept plan at their January 9, 2003 meeting. Staff would like to receive some direction <br />from the City Council regarding the concept plan and would like to bring it back to the <br />January 28, 2003 City Council meeting for adoption. A copy of the Town Center Concept <br />Plan ("bubble plan ") is attached <br /> <br />Council Action: <br /> <br />The Council should give direction to Staff regarding if the Concept Plan is acceptable <br />and/or changes that need to be made. <br /> <br />Case #4 <br /> <br />Memorandum of Understanding <br /> <br />Background: <br /> <br />Staff has been preparing a draft of a Memorandum of Understanding (a pre-development <br />development agreement if you will) that would be signed by both the City of Ramsey and <br />Ramsey Town Center LLC. Staff does not have a draft prepared yet, but expects to have <br />one shortly.
