-230- regulations are not finished at this point, but the Task Force wanted to keep the City Council informed on where the ordinances are in the process. Staff and the Task Force will be meeting with the representatives of the Ramsey Town Center LLC to review the documents with them and listen to their suggestions regarding the draft. Once we are able to do this, staff would propose that the City Council, Planning Commission, and the Town Center Task Force hold a joint meeting to review the Town Center Zoning Districts and Design Standards in greater detail. A copy of the Town Center Zoning Districts/Design Standards are attached Council Action: No acti°n needed at this time. Case #3 City of Ramsey Town Center Concept Plan ("bubble plan") Background: The Task Force has been working on creating a 'concept plan that will show in very general terms where certain types' of development should be located within the Town Center site. The Task Force believes that the City of Ramsey should have something of record that can guide the developer of the Town Center on how the City envisions the Town Center site to be developed. The document is not a precise or specific plan on how the Town Center should developed, but is intended to be a flexible document that can be deviated from if desired by the City. The Task Force has looked at the draft of the concept plan at their January 9, 2003 meeting. Staff would like to receive some direction from the City Council regarding the concept plan and would like to bring it back to the January 28, 2003 City Council meeting for adoption. A copy of the Town Center Concept Plan ("bubble plan ") is attached Council Action: The Council should give direction to Staff regarding if the Concept Plan is acceptable and/or changes that need to be made. Case #4 Memorandum of Understanding Background: Staff has been preparing a draft of a Memorandum of Understanding (a pre-development development agreement if you will) that would be signed by both the City of Ramsey and Ramsey Town Center LLC. Staff does not have a draft prepared yet, but expects to have one shortly. Staff will forward the draf~ to the City Council for their review and approval. It is expected that the Memorandum of Understanding will include expectations of the Developer and the City, will outline items to be negotiated, and potentially require a financial surety provided by the Developer.
