-234- <br /> <br />9.20.31 <br /> <br />Town Center Development District <br /> <br />DRAFT 01/02/02 <br /> <br /> Subdivision 1. Intent. The Ramsey Town Center area is comprised of <br />four Development Districts that are intended to regulate the type and intensity of <br />development to create a focal point in the community that embodies the principles of <br />transit-oriented development. The Town Center area envisions a distinctly different <br />development pattern than the suburban and rural patterns .that have shaped the community <br />to date. The Town Center area will create an urban development pattern focused around' <br />alternative, transportation options. The Town Center Development Districts incorporate <br />Design Guidelines to provide necessary building and site design features that are essential <br />to a pedestrian environment. The Design Guidelines are to be used to guide the necessary <br />relationships of private and public spaces through a formal review process. <br /> <br /> Subd. 2 Town Center Development Districts. The Town Center <br />Development Districts consists of four sub-districts that regulates the type and intensity <br />of land use. <br /> <br />ae <br /> <br />Town Center Core District - "TC-I" The Town Center Core <br />"TC-I" is intended to provide a mix of transit supportive retail, <br />service, professional, community service, daycare, recreational and <br />similar uses near, and within easy walking distance of the transit <br />station. More intense uses such as high density housing, in both <br />free-standing and in mixed use buildings, hotels are encouraged <br />near the' station. Neighborhood commercial uses in the District are <br />intended to be pedestrian-sensitive and compatible with the scale <br />of surrounding residential development. Commercial and auto- <br />oriented uses shall be clustered in compact identifiable areas and <br />not present the look of typical strip suburban development. The <br />Town Center Core will accommodate an area of about 60 acres <br />that is within 1320 feet of the transit station. <br /> <br />Residential densities will have minimums of 15 units per acre for <br />each project in order to provide the population necessary to <br />facilitate transit oriented development. <br /> <br />The TC-1 District focuses on vertical integration of uses requiring <br />certain commercial developments to integrate residential above <br />street level businesses. Horizontal mixed use projects will only be <br />allowed in certain circumstances where it can be demonstrated the <br />development will contribute to an active pedestrian environment. <br /> <br />be <br /> <br /> Town Center Core District- "TC-2 The Town Center Core <br />"TC-2" is the second phase of developing the Town Center area. <br />This phase is similar in many ways to "TC-i" but provides a lesser <br />density/intensity of transit supportive uses.
