REPORT FROM COUNCIL WORK SESSION OF DECEMBER 17, 2002 <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />The two returning Councilmembers from the 2002 City Council, and the four Council-Elect <br />members met in a Council work session on December 17, 2002, to discuss a variety of topics <br />related to organization for the 2003 Council. Staffwas directed to provide Council consideration <br />items on each topic individually for Council action. <br /> <br />Case #1: Council Representation on Committee Boards & Commissions <br /> <br />The Council made recommendations for appointments to Council committees, standing <br />committees, and Council liaison representation on other boards or commissions. The Council's <br />recommendations will be included in the organization resolution considered by the Council <br />during the first meeting of the year. <br /> <br />Council Action: The recommendation items were referred to the organization resolution. <br /> <br />Case #2: Board and Commission Appointment Process <br /> <br />In 1996, the City Council adopted a policy for appointing members to the City boards and <br />commissions. The policy was revised in late 2001, and the Council discussed in a work session <br />making further changes to the appointing process that once again establishes the Personnel <br />Committee as part of the "evaluation panel"; the new evaluation panel language would include a <br />weighted ballot to the Commission representation as to equal the votes of the Personnel <br />Committee representation. Additionally, it was noted that at times the evaluation panel will not <br />have both the chair and vice-chair of the board or commission and language was recommended <br />that a chair designee be allowed to serve as part of the evaluation panel. (Language changes are <br />attached to this case.) <br /> <br />Council Action: Motion to approve changes to the Policy for Appointing Members of City <br />Boards and Commissions by making changes to the evaluation process portion of the policy. <br /> <br />Case #3: Board & Commission Policies (Chapter 2) <br /> <br />Three separate items were discussed under Board & Commission Policies, which were related to <br />Chapter 2 of the City Code and included Term Limits, Economic Development Commission, and <br />Board & Commission Removal for Cause. <br /> <br />No changes were recommended on the term limit policy, however, changes were recommended <br />for elimination of Economic Development Commission language and language changes for <br />removal of board or commission members.
