Police Department Issues

Department Structure Discussion

Police Chief Way reviewed the current structure of the Police Department With some
recommended changes. He recommended restructunng the Department by creating a Captain
position to better define the role of the second in command within the Department apart from the
role of the Sergeants. The pay scale for the proposed Captain position would be the same as the
current pay scale for the First Sergeant position. Chief Way's other recommendation was to
eliminate the Corporal position and replace it with a Sergeant position so that there is Sergeant
supervision for each of the three daily shifts within the Department. The change in'pay for the
third Sergeant position would amount to a cost increase of about $60 per month. The Public
Safety Board recommended that the Police Department structure be amended as presented by
Chief Way. This item is being placed on the Personnel Committee agenda and request for
Council action will be made at that time.

Council Action: No action is necessary as this issue will be dealt with during the Personnel
Committee discussion.

Students Walking to School

It was reported that there have been no incidences relating to'the added activity of more children
walking to school. Chief Way commented that he would have preferred that the school zone
speed limit be reduced' all day rather than just the hours of before and after school2 Mayor
Gamec stated that he would research that issue further.

Council Action: No action is necessary.

Reviewed by:

Fire Chief
Police Chief
Assistant City Administrator
Finance Officer

CC: 01/28/03

-95-
