ADOPT COMPENSATION PLAN FOR NON-UNION EMPLOYEES FOR 2003 <br /> By: Heidi A. Nelson, Asst. City Administrator <br /> <br />Backgrouad: , <br /> <br /> Annually the City Council adopts the compensation plan for non-union employees. The <br />compensation plan for both non-union and AFSCME bargaining unit members is based upon a six-step <br />plan that provides for five 4% increases annually on the anniversary date of the employee with <br />satisfactory performance. Additionally, City employees have historically been afforded an annual cost <br />of living increase (COLA). For 2003, a 3.5% COLA was approved for the AFSCME and LELS <br />bargaining unit members. Historically, the COLA approved for AFSCME and LELS members has <br />also been applied to non-union staff.
