CASE

REPORT FROM PUBLIC WORKS
By: Public Works Staff

Background:

The Public Works Committee met on January 21, 2003 and discussed the following four
cases:

Case # 1 Sightline Concern at 142na Avenue and Fluorine Street

Background:

I
!1
I

Staff discussed the sightline concerns at 14141 Fluorine Street. The property owner was
present at the meeting and discussed his original agreement with the City was to tie the
branches back and is reluctant to have the trees trimmed because he did not want to lose
the privacy as well as a wind barrier. Staff is concerned that the City is aware of a site
problem that should be taken care so that the City is not at risk of a lawsuit since some of
the branches are in the right-of-way line.

Council Action:

,I

Staff was directed to work with the property owner on trimming.back the trees.

Case #2

Update on NPDES Phase II Implementation

Background:

In April of 2002 discussion began regarding the National Pollution Discharge
Elimination Systems. The primary goal of this permit is to restore and maintain the
chemical, physical, and biological integrity of waters of the state through management
and treatment of urban storm water runoff. Every year the City is required to-report
things that have been done to prove compliance. Staff recommended that funds from the
storm water utility be used to offset the costs. Council' requested that staff put together a
list of priorities and estimated costs associated with each item, however, the costs are
unknown until the program begins implementation.

Council Action:

I

Motion to recommend Staff prepare a Storm Water Pollution Prevention Program for
formal adoption.

Case # 3 Request for Extension of SeWer and Water
Background:

In December of 2002, the City received a letter requesting the City prepare a feaSibilitY
study for extending urban service to the "rural developing and "central rural reserve"
areas. The property owners have agreed to finance the cost of the feasibility study.
Bolten and Menk, Inc. have supplied a quote not to exceed $8,500. One of the objectives
of the project is to determine the costs involved and how the project will be funded. An
up to date comprehensive sewer plan will be needed to put together a feasibility studY.

-167-
