-168- <br /> <br />Council Action: <br /> <br />Motion to recommend to hire Bolten and Menk at a cost not to exceed $8,500, plus the <br />cost of the lead contamination consultant, for completing a feasibility study for extending <br />urban services to the property identified, contingent upon an escrow being set up to cover <br />all expenses including staff time, the City not being held liable, amendment to the sewer <br />and water comprehensive plan, and the City not having any liability to cover the <br />feasibility study by drafting a contract with the City Attorney, and contacting the MPCA <br />regarding lead contamination standards. <br /> <br />Case # 4 2003 Street Maintenance Program <br /> <br />Background: <br /> <br />Staff presented an overview of the streets scheduled for the 2003 Street Maintenance <br />Program. The 2003 program will be comprised of four individual projects involving both <br />bituminous overlays and sealcoating and includes three distinct funding sources. A <br />significant amount of financing is obtained through special assessment, At least one <br />project warrants some new policy since it is a commercial area with widely varying sizes <br />and multiple businesses occupy the lots.
