-168- Council Action: Motion to recommend to hire Bolten and Menk at a cost not to exceed $8,500, plus the cost of the lead contamination consultant, for completing a feasibility study for extending urban services to the property identified, contingent upon an escrow being set up to cover all expenses including staff time, the City not being held liable, amendment to the sewer and water comprehensive plan, and the City not having any liability to cover the feasibility study by drafting a contract with the City Attorney, and contacting the MPCA regarding lead contamination standards. Case # 4 2003 Street Maintenance Program Background: Staff presented an overview of the streets scheduled for the 2003 Street Maintenance Program. The 2003 program will be comprised of four individual projects involving both bituminous overlays and sealcoating and includes three distinct funding sources. A significant amount of financing is obtained through special assessment, At least one project warrants some new policy since it is a commercial area with widely varying sizes and multiple businesses occupy the lots. Staff requested this area be assessed by lot size. CounCil Action: Staff was directed to bring back the 2003 Street Maintenance Program in February to continue discussion of assessing large lots within a neighborhood and assessing commercial property. COMMITTEES/STAFF INPUT Campaign Signage Background: Staff reported that they are dealing with the situation of campaign signs in the right-of- way and this situation needs to be reviewed.
