MD-52, 1107 Hazeltine Blvd. Chaska, MN 55318-1008 Attention: Mr. David MatXini Re: Proposal for Conducting a Phase I Environmental Property Assessment 'at the St. Anthony Gun Club, Ramsey, MN' Dear Mr. Martini: Golder Associates Inc. (Golder) appreciates the opportunity to provide environmental assistance, consisting of a Phase I Environmental Property Assessment (Assessment), for the above-referenced property (St Anthony Gun Club). We understand that the City of Ramsey is planning to conduct a feasibility study for a sewer extension and is concerned about the potential for lead contamination being present at the property. This proposal contains a scope o£Work, cost estimate, and schedule of work. Scope The Assessment will be performed in a manner consistent with the American Society for ~'esting and Materials (ASTM) E 1527-00 Standard Practice (the Practice). The practice was developed in 1993,.and updated in 1994, 1997, and 2000 w/th the intent of providing the scope and standard of worlC to permit'the Client to satisfy one of the requirements to qualify for the "all appropriate inquiry into the previous ownership and uses of the Property consistent with good commercial or customary practice" standard of the "innocent landowner defense" to Federal Superfund Law (CERCLA) liability as defined by 42 USC 960l (35) (B). The Assessment will also be performed in a manner consistent with the Minnesota Pollution Control Agency (MPCA), Voluntary Investigation and Cleanup (VIC) Program Guidance Document # 8. The stated objectives of'the ~VIC Program guidance is to establish a minimum level of inquiry; to determine 'whether the property has been the site of a release or threatened release; and to determine the types of additional inquiry, that should be included in the Phase II Investigation Work Plan. The Assessment will consist of a review of available regulatory and land use information, as well as visual Property inspection and interviews with individuals knowledgeable about the Property.
