(Golder) appreciates the opportunity to provide environmental <br />assistance, consisting of a Phase I Environmental Property Assessment (Assessment), for <br />the above-referenced property (St Anthony Gun Club). We understand that the City of <br />Ramsey is planning to conduct a feasibility study for a sewer extension and is concerned <br />about the potential for lead contamination being present at the property. <br />This proposal contains a scope o£Work, cost estimate, and schedule of work. <br /> <br />Scope <br /> <br />The Assessment will be performed in a manner consistent with the American Society for <br />~'esting and Materials (ASTM) E 1527-00 Standard Practice (the Practice). The practice <br />was developed in 1993,.and updated in 1994, 1997, and 2000 w/th the intent of providing <br />the scope and standard of worlC to permit'the Client to satisfy one of the requirements to <br />qualify for the "all appropriate inquiry into the previous ownership and uses of the <br />Property consistent with good commercial or customary practice" standard of the <br />"innocent landowner defense" to Federal Superfund Law (CERCLA) liability as defined <br />by 42 USC 960l (35) (B). The Assessment will also be performed in a manner consistent <br />with the Minnesota Pollution Control Agency (MPCA), Voluntary Investigation and <br />Cleanup (VIC) Program Guidance Document # 8. The stated objectives of'the ~VIC <br />Program guidance is to establish a minimum level of inquiry; to determine 'whether the <br />property has been the site of a release or threatened release; and to determine the types of <br />additional inquiry, that should be included in the Phase II Investigation Work Plan. <br /> <br />The Assessment will consist of a review of available regulatory and land use information, <br />as well as visual Property inspection and interviews with individuals knowledgeable <br />about the Property.
