Councilmember Cook inquired if there should bea "me too clause" for non-uniOn employees. <br /> <br />Finance Officer Lurid noted that non-union emplOyees receive the same benefits as AFSCME <br />employees. <br /> <br />Councilmember Kurak inquired as to what will happen if LELS and the citY are unable to <br />negotiate a settlement. <br /> <br />Mr. Boganey replied that they' would go through mediation and possibly arbitration, but noted <br />that none of the LELS negotiations will have an impact On the AFSCME agreement. <br /> <br />Councilmember Kurak inquired if the $8,000 transfer from the Council .Contingency fund will be <br />adequate if LELS does not agree with the terms. <br /> <br />Mr. Boganey replied that the $8,000 is based on the assumption that LELS Will accept the terms. <br /> <br />Councilmember Pearson inquired if there was a time limit When they have to reach an agreement <br />with LELS. <br /> <br />Mr. Boganey replied no. He explained that the timeline will depend on if the tWo parties are <br />unable to agree and then when a mediator could be made available. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Elvig, t° recOmmend that <br />the City Council adopt the resolution approving health insurance contribution toward the cost of <br />employee health insurance for members of AFSCME and all other eligible employees, and <br />authorize a contingency transfer in an amount not to exceed $8,000 to cover the cost of the <br />benefit. ' <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerma~.., Elvig, Cook, Kurak, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case#2: Receive Information about Resignation of Full-Time Human Resources <br /> Manager and Ratify Interim Human Resources <br /> <br />Interim Human Resources Manager Boganey stated that on December 26, 2002, Patrick Leadens <br />submitted his resignation with an immediate effective datel As a result of Mr. Leadens' <br />resignation, the position of Human Resources Manager will be vacant. Staff has been utilizing <br />the services of Curt Boganey as an Interim Human Resources Manager to assist with wOrk in the <br />HR office. Staff had also been in discusSions, with former Human ResourceS Manager Rhonda <br />Heryla in regards to her interest in returning to the position. Ms. Heryla has declined that offer. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Cook, to recOmmend that CitY <br />Council adopt a resolution accepting Patrick Leadens' resignation from. the position of Human <br /> <br />Personnel Committee/January 14, 2003 <br /> Page 3 of 8 <br /> <br />-49. <br /> <br /> <br />
