<br />A RESOLUTION ADOPTING FINDINGS OF FACT #
<br />DENIAL OF THE FINAL PLAT OF MEADOW POINTE

<br />SUPPORTING TF[E
<br />
<br /> WHEREAS, Allstate Development, L.L.C. hereinafter referred to. as "Developer", has
<br />properly applied for final plat approval on the following described property located in the City of
<br />Ramsey:
<br />
<br /> That part of the North Half of the Southwest Quarter of Section 23, Townsh/p 32, Range
<br /> 25, lying northerly of 153~ Ave. N.W. (a/k/a Alpine Dr. N.W.) and lying easterly of the
<br /> easterly fight-of-way line of Anoka County Highway Right of Way Plat No. 1
<br />
<br />(the "Subject Property"); and
<br />
<br /> WHEREAS, on May 13, 2002, the City of Ramsey received an application sketch plan
<br />review fi:om the Developer, for a proposed plat called Villas of Meadow Point; and
<br />
<br /> WHEREAS, on June 6, 2002, the Ramsey Plann/ng Commission reviewed the sketch
<br />plan of Villas of Meadow Point, and recommended that the applicant proceed to the preliminary
<br />plat stage subject to compliance with City Staff Review Letter dated May 30, 2002 and
<br />compliance with City Ordinances. '

<br /> WHEREAS,. on July 9, 2002, the City of Ramsey received an application preliminary
<br />plat fi:om the Developer, for a proposed plat called Villas of Meadow Point; and
<br />
<br /> WI:/EREAS, on August 29, 2002, the Ramsey Planning Commission held a public
<br />lxeadng and considered the preliminary plat of Villas of Meadow Point; and
<br />
<br /> WlqEREAS, On August 29, 2002, the Ramsey Planrfing Commission' tabled
<br />consideration of the prelim/nary plat of Villas of Meadow Point to the September 5, 2002
<br />Planning Commission meeting to allow for the Developer to address concerns raised at the
<br />public heating; and
<br />
<br /> WHEREAS, on September 5, 2002, the Plarming Commission reviewed the preliminary
<br />plat of Villas of Meadow Point and the revisions to the plat'based, on the comments at the public
<br />hearing held on August 29, 2002 and recommended approval of the preliminary plat dated July 9;
<br />2002 revised July 26, 2002, and reyised August 15 and 29, 2002, revised September 5, 2002 and
<br />drainage, grading, utility, and tree protection plans dated-July 9, 2002, Revised August 28, 2002,
<br />Revised September 5, 2002, Revised September I7, 2002 subject to .certain conditions; and
