I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Consent Agenda <br /> <br />Authorization to Seek Requests for Proposals for Police Towing Contract <br /> By: Captain Tim Dwyer <br /> <br />Background: <br /> <br />The Ramsey Police Department recently revisited the concept of establishing a "contract" for police towing <br />and impound services. Up until now, the Police Department has operated without a contract, selecting a <br />single tow vendor to handle all our tow and impound needs. In 2002, we opened this up to another interested <br />vendor. Since that time, competition and other issues have arisen and we now have a third vendor that is <br />interested in providing the towing services for the City. <br /> <br />The Police Department has reviewed current policies from surrounding communities with regard to selecting <br />a vendor for tow and impound services as well as case law concerning towing contracts with municipalities. <br />This review process has shown that agencies who develop and seek a "Request for Proposal" for towing <br />services and enter into a contract with one tow vendor, comply with federal and state law and current case <br />law. - <br /> <br />Under the direction of Chief Way, Sgt. Paplham obtained the current Request for Proposals from Maple <br />Grove PD and other agencies and developed a formal "Request for Proposal" (RFP) for Ramsey PD. This <br />RFP outlines minimum terms and conditions that must be met by vendors to be considered a viable pr9posal. <br />This Request for Proposals from area vendors has the intended purpose of retaining a single vendor service <br />to provide Towing, Impounding, and Storage of Motor Vehicles. A contract would be developed following <br />the RFP and would be for one (1) year with the City's option to renew it with the vendor for a second year. <br />The Ramsey PD RFP draft is being reviewed by the City Attorney for final approval. The Police <br />Department is requesting council authorization to solicit "Request for Proposal for Towing, Impounding, and <br />Storage of Motor Vehicles for the Ramsey Police Department". The notice of"Request for Proposal" will be <br />published in the Anoka County Union as well as posted at City Hall. Vendors who have expressed, an <br />interest in providing the service will be notified of the opportunity to submit a proposal. <br /> <br />Recommendation: <br /> <br />Staff recommends Council adopt the Resolution # 03-02-XXX authorizing the Police Department to seek <br />"Request fbr Proposals" from interested towing vendors. <br /> <br />Council Action: <br /> <br />Motion by City Council to adopt Resolution # 03-02-XXX, authorizing the Police Department to formally <br />advertise the "Request for Proposal" with the intended purpose of retaining one towing vendor to provide <br />police towing, impound, and storage of motor vehicle services for a one (1) to two (2) year period. <br />Advertisement of the RFP is pending City Attorney review of the RFP documenti <br /> <br />REVIEWED BY: <br />Chief Jim Way <br />Asst.
