City Council tabled action on the proposed preliminary plat for Rivenwick 3''a Addition at the
November 12, 2002 meeting. The realigmrtent of Riverdale Drive will only be required when the
land to the south of the project area is developed and accessed as a Regional Park and when
development occurs west of the subject property. The City is aware that MnDot anticipates
upgrading the signalization at the intersection of Highway #10 and Ramsey Boulevard in the year
2004. The City participation would be $5,000 if the City constructs the intersection of Highway
#10 and Ramsey Boulevard as a four-legged intersection prior to MnDot beginning their
resignalization project: The City Council had previously discussed Whether or not the City
should require an escrow from the developer for the cost to realign Riverdale Drive inthe future.
Since the realignment of Riverdale Drive would be required only if and when future development
occurs to the south and west, it seems more reasonable' to require the developer to incur the cost
of improvements required as a result of their project, namely upgrading the-signalization at
Highway # 10 and. Ramsey Boulevard. Staff is also recommending that the City Council approve
the preliminary plat with the alignment of Riverdale Drive as proposed.

Councilmember Kurak inquired if the right-of-way line and the location of the fence along
Ramsey Boulevard will be a problem.

City Engineer Jankowski replied that that is the information he reqUested the developer provide:
The preliminary plat did not show how C.R. #56 aligns with this. Staff did remew the issue and
there is some room, but the developer has been requested to get the ultimate fight of way at the
time of preliminary plat and they estimate that it would be 100 to 150 feet.

Councilmember Kurak inquired if they would be taking the extra footage from the property the
developer owns and how does that affect the road.

City Engineer Jankowski stated that they are requesting that the developer dedicate as much land
as possible to assure that the road aligns.

Councilmember Kurak inquired as to what measures the City could take to-reduce-the cost of
constructing the road.

City .Engineer Jankowski explained that the road must conform with the state requirements for
MSA roads, but they don't have to put concrete curb and gutter along the road, which will help
reduce costs.

Mayor Gamec inquired if they would only leave the curb and gutter off near the intersection of
Highway #10 and C.R. #56.

City Engineer Jankowski replied yes.

Councilmember Pearson ~nquired if they were to approve the plat, would the road have to be
constructed prior to any homes being built.

City Council/January 14; 2003

-119-
