Discharge from <br />these ponds overflow into the storm sewer' located in Garret Street. This plan ~s acceptable contingent <br />upon the following comments: <br /> <br />The plan should be modified to. show the size, inverts, and type of each storm sewer pipe. <br />A table needs to be provided, specifying the house type, garage elevation, minimum floor <br />elevation, and street grade. <br />Spot elevations should be provided south of units 2, 3, 4, and 5 of Block 2 along the critical <br />swale to the flared end section (this area is flatter than a two percent grade). <br />Drainage and utility easement areas need to be illustrated on the plan. <br /> <br />Construction Plans and Specifications: The developers' engineer has submitted a revised set of <br />construction plans dated March 4, 3003, in response to the City Engineer's earlier review letter. These' <br />revisions are being reviewed by the Engineering Department. <br /> <br />Drainage and Utili~ Easements: As noted above drainage and utility easements must be noted on the <br />final grading plan. <br /> <br />Utilities and Water Usage: The site will be serviced by sanitary sewer and municipal water. The <br />utilities are readily available to the site; final plans and specifications are being reviewed by' the City <br />Engineer. <br /> <br />Trunk Sewer and Water Fees: The development is subject to trunk sewer and. waterfees in the amount <br />of $208,544 (1 I2 x $1,862). <br /> <br />Park Dedication: Park dedication requirements are to be satisfied by a cash payment in the amount of <br />$20'1,600 (1 i2 x $1,800). [t should be noted that the rate in effect at the. time of final plat will be <br />required. This payment must be received by the. City prior to release of the Final Plat for recording. The <br />'Park and Recreation. Commission recommended to the City council that half of the park dedication fees <br />go towards park improvements for Riverdale Park, located adjacent to the plat, and existing Parkland <br />located along the Mississippi River. Staff, the Park and Recreation Commission, and the-developer may <br />work on an amendment to the Development'Agreement to ;ncorPorate appropriate park improvements to <br />the subject parks.. In the event ali parities involved agree to park improvements, an amendment to the <br />Development Agreement will-be brought back to the City Council. <br /> <br />Trail Development and Fees: The City's current trail, development fee is $475.00 per 10t, or $53,200 <br />dollars in this case. Payment of this fee is required prior to recording the plat. <br /> <br />A trail will be required from the plats westerly boundary limits, along Ri~erdale Drive to Garnet Street. <br />The.trail should extend along Riverdale Park (northwest side of the park) to the east edge of Riverdale <br />Park: Construction of the trail outside of the plat boundaries will be credited against the Trail Fees.
