The f'mal <br />plat consists of a Final Plat Sheet consisting of 2 sheets dated February 24, 2003, Final Landscape Plan <br />consisting of one sheet dated February 13, 2003, Final Grading and'Erosion Control Plan' consisting of 2 <br />sheets dated February 10, 2003, and a Final Utility and Street Construction Plan consisting of 1-8 sheets <br />dated February 11, 2003; all prepared bY Pioneer Engineering. We offer the following commentS: ' <br /> <br />General: The subject prOperty is 19.46 acres in size and is generally located south of Riverdale Drive <br />and north of the existing Rivenwick 2na Addition single-family urban residential development. The final <br />plat presented will plat 15 lotS for the ultimate, development of 112 townhouse units. The townhomes will <br />be subject to a site plan review for all other aspects of the proposal including but not limited to <br />architectural standards, off-street parking, structure setbacks, and landscaping. The' City Council <br />approved the site plan for R/venwick 3rd Addition at their. January 14; 2003 meeting.. <br /> <br />Zon lng:. A majority of the subject property is zoned· R-2 and the proposed' townhouse development is a <br />permitted use within the R-2 MediUm Density Residential distric-t. Due fo the realignment of Riverdale <br />Drive to the north, a portion of the.subject property, is zoned B-1 Business and therefore will need to be <br />rezoned to R-2 Medium Density ReSidential. The City Council introduced an ordinance to rezone a <br />portion of the ProPerty to R~2 Medium Density Residential on January 14, 2003. The City Council will <br />be reviewing a case for the adoption of the ordinance at their March 11, 2003 'meeting.· .. <br /> <br />Final Street Plan: The' plan shows that all t°wnhouSe units will front onto private streets, The private <br />streets will outlet onto .139th Avenue,. which allows access to Riverdale Drive. The PriVate streets meet <br />City Code requirements regarding length, however driveway #'1 should include a turnaround as it exeeds <br />200 feet in length. A one hundred foot right-of-way needs to-be dedicated to accommodate the ultimate <br />section of Ramsey Blvd. between Highway #10 and' Riverdaie Drive. The final plat should, be' revised <br />accordingly. . : <br /> <br />Final Grading and Drainage Plan: A Final Grading and Drainage Plan. dated. February 10, 2003 has <br />been' submitted by the developer. This plan collects storm waste runoff via overland-flow and storm <br /> <br />-121- <br /> <br /> <br />
