community. The City Administration has solicited and received a proposal from Labor Relations <br />Associates, Inc. (LRA) to provide recruitment and selection services for the position of Human <br />Resources Manager, Until the HR Manager position is filled, it was important that the human <br />resource function continue with full-time management. Staff had been fortunate to identify, <br />Givmma Reed, who has agreed to accept the position of Interim Human Resources Manager <br />during the recruitment period. Ms. Reed is the former Assistant City Administrator for the City <br />of Mounds View' where personnel management was her major area of responsibility. She is <br />currently employed by the City of Brooklyn Center on a consulting basis. Staff had every <br />confidence that she would be a very capable replacement during the interim period. Ms. Reed <br />has agreed to a compensation rate of $35.00 per hour. Ms. Reed would be hired as a temporary <br />employee without benefits and would be paid from the current Human Resources Manager <br />budget. This budget was sufficient to cover these costs. LRA has submitted a proposal to <br />provide recruitment and selection services. Within the proposal is an array of services. The <br />adlninistration anticipates using most but not necessarily all of the services outlined in the <br />proposal. For this reason staff anticipated the final cost to be less than the total estimate of <br />$6,758. Funding for contractual services of this type are provided for in the Administrative <br />Services budget for recruitment expenses. <br /> <br />Councilmember Elvig inquired if there was a list of tasks identifying what staff would hope Ms. <br />Reed would accomplish on a temporary basis. <br /> <br />Assistant City Administrator Nelson replied that there was a list of tasks they would like Ms. <br />Reed to accomplish with a majority of those issues relating to the day-to-day human resources <br />issues. <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Kurak, to recommend that City <br />Council adopt the resolution authorizing the City Administrator to hire Giovanna Reed as a <br />temporary employee to serve as Interim Human Resources Manager effective February 18, 2003, <br />and adopt the resolution authorizing the City Administrator to enter into a contract with Labor <br />Relations Associates, Inc. to provide Recruitment and Selection Services for the position of <br />Human Resources Manager in an amount not to exceed $6,800. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and C°uncilmembers Elvig, Kurak, Cook, Pearson, <br />Strormnen, and Zimmerman.
