CASE #: <br /> <br />AUTHORIZATION TO ACCEPT AND EXECUTE METROPOLITAN. LIVABLE' <br /> COMMUNITIES GRANT . <br /> By: Principal Planner Patrick Trudgeon, AICP <br /> <br />Background: <br /> <br />In July 2002, the City of Ramsey applied for a Livable Communities Grant from the Metropolitan <br />Council to assist in the funding of the Sunwood Drive extension through the proposed Ramsey <br />Town Center. As'part of the application, the City requested funding of nearly $2.3 million. This <br />amount is about half of the cost of extending Sunwood Drive with City sewer, water, and <br />stormwater utilities. <br /> <br />In December 2002, through'the Work of Natalie Haas Steffan, the area's Metropolitan council <br />representative, the City of Ramsey received'notification that it has been awarded $800,000.00 in <br />Livable Communities grant money for the construction of Sunwood Drive. <br /> <br />At the February 25, 2003 City Council meeting, the Council tabled action on accepting the grant <br />in order to determine the obligation of the City on accepting the grant for construction of a road <br />on property that is not currently owned by the City. <br /> <br />Observations: <br /> <br />Grant Agreement: The costs for the Sunwood Drive street improvements through the' whole <br />Town Center area are estimated to be about $2.6 million. The total project, which includes the <br />installation of public utilities (sewer, water, stormwater) is estimated to cost nearly $4 million. <br />Under the proposed grant agreement, only costs associated with the street improvements are <br />eligible for reimbursement. <br /> <br />Under the grant agreement only "hard" costs are eligible for reimbursement (i.e. actual <br />construction costs). Some examples of ineligible uses of the grant funds are sUch things as <br />administrative overhead costs, legal fees, permit fees, prorated salary costs. <br /> <br />The Metropolitan Council-will disburse the grant funds in response to written disbursement <br />requests from the City. Under the grant agreement, the City is required to submit quarterly <br />reports showing how the grant funds have been expended and how the funds are eXpected to be <br />expended in the upcoming quarter. <br /> <br />History of Past Road Projects:. Staff has compiled information on past road projecB to show how <br />the City has obtained right-of-way in the past. A map is attached to the case with the <br />corresponding numbers referring to the road gegments. <br /> <br />/ti Alpine Drive from Variolite to CR 83 (Armstrong Blvd.): This segment of roadWay <br /> was constructed in 2000 to complete an east/west collector Street across the-City. Right- <br /> of-way was obtained from eight property owners through negotiation' and condemnation. <br />#2 Alpine Drive from CSAH 5 (Nowthen Blvd.) to CR 56 (Ramsey Blvd;): This: segment <br /> of roadway was constructed' in 1990. The right-Of-way from this project was obtained <br /> from sixteen property owners through negotiations and condemnation. <br />#3,# 4 County Road 116 from CR 56 to CR 83: This County roadway was constructed in <br /> cooperation with the City iii 1998. The City was responsible for obtaining the right-of- <br /> way for this roadway. The eastern half of the right'of-way.was donatedto the City in the <br /> <br />-195- <br /> <br /> <br />
