The western half was obtained through condemnation. The
condemnation for this segment is still in process.
Riverdale Drive from end line for Alpaca Estates to Llama Street: This segment of
roadway was constructed in two segments, one in 1981 with the construction of Alpaca
. Estates, and the second in 1997 with the construction of Alpaca Estates 4th Addition.
Both segments of right-of-way were dedicated as part of the platting process.
Sunwood Dr. from CR 116 to CR 56: This segment of roadway was constructed in
1996 as part of the development of AEC Energy Park which dedicated a majority of the
right-of-way through the platting of that subdivision. The eaaternmost 500 feet of this
segment was obtained through negotiations with Altron Inc.
Jaspar Street and 143ra Ave. This segment was constructed in 2001 to encourage
commercial and industrial development in the area. Right-of-way was obtained through a
combination of dedication on the AEC Energy Park and Bur3, and Carlson plats and
through negotiation and/or condemnation through the eastern segment of the road.
Riverdale Drive from Feldspar to Sunfish Lake Dr. This segment of roadway was
constructed in 1989 to improve the City's municipal state aid road system and to
encourage commercial development, Right of Way was obtained through negotiation and
condemnation.
Sunwood Drive from CR 57 (Sunfish Lake Blvd.) to CR 116. This segment of
roadway was constructed in 2002 to enhance the City's municipal state aid collector and
arterial street system and also to encourage the commercial and industrial development
potential south of the roadway. The City had previously obtained the land from the
landfill owners.
Sunwood Dr. from CR 57 to Bridge: This segment of roadway was constructed in the
1996 in conjunction with a number of developments in the area which included Sunfish
Lake Estates, Chestnut Ridge 2"a and 3fa Addition as well as for the sanitary sewer
extension to the school. The right-of-way was obtained through condemnation and/or
-negotiation.
Sunwood Dr. from Bridge to east line of Sunny Ponds: This segment of roadway was
constructed in 1992 and 1993. Right-of-way was dedicated as part of the Wood Pond
Hills and Sunny Ponds subdivisions.
Sunwood Dr. from TH 47 to east line of Sunny Ponds: This segment was constructed
in 2000. The City obtained the land over which the roadway was constructed as a
consequence of the right-of-way acquisition for the TH47 project. Later, additional
surplus property was sold to ACCAP for their townhouse project.
Dysprosium Street from CR 116 to CSAH 5. This segment of roadway was
constructed in 1987 and 1988' [n conjunction with the Flintwood Hills 2"d and 3rd
Addition. The right-of-way for this roadway was dedicated through the pIatfing of these
two subdivisions. The northernmost 600 feet connection Dysprosium to CSAH 5 was
obtained tlu'ough condemnation.

Recommendation:

Based. on the above discussion, City-Staff is offering several options for the City Council to
consider. They are as follows:.

1) Accept grant and enter into the agreement, but not incur any costs for the project Until the
land necessary for the road is deeded over to the City.
2) Accept grant and enter into the agreement, and also start negotiations with the property
owners to purchase the land necessary for the road. As an alternative, the City could
begin negotiations with the land' owners and not accept the grant until the negotiations are
complete.

I
I
I
I
I
I
I
I
I
I
I
I
I
I
i
I
I
I
I
