-210- <br /> <br />Scope of Work <br />All consultants have been asked to complete the following ScoPe of Work for the <br />study area. <br /> <br /> 1. Site Evaluation - Retail businesses in the study will be categorized by <br /> type. The commercial area will be evaluated including, but not limited to, <br /> ingress and egress, access, visibility, current and future traffic counts, <br /> and relationship to adjacent uses. <br /> 2. Customer Survey - Retail and serVice businesses in the commercial area <br /> will be surveyed to determine resident zip codes, work zip codes and <br /> customer's reasons for shopping at each business.- <br /> 3. Competition - Shopping areas that compete with the commercial node at <br /> TH-47 and 167th Avenue will be identified and evaluated. Principal <br /> competitors and their supermarkets wilt be identified and evaluated for <br /> tenant mix, anchor stores and merchandise presentation. <br /> 4. Existinq Business Interviews - Owners and managers of businesses <br /> located in the TH-47 and 167th Avenue commercial node will be <br /> interviewed to obtain' their observations on retail trends, the location of <br /> their princiPal customers and other information that may be important for <br /> the study. <br /> 5. Trade Area Analysis - Based on transportation patterns, drive times and <br /> consultant experience, the trade area for the TH,47 and 167th Avenue <br /> commercial node will be identified. 'The economy of the trade area will. be <br /> analyzed to identify and quantify those factors that generate support for <br /> the retail and service establishments. The City will discuss with the <br /> consultant the factors to be included in the Trade Area Analysis. · <br /> 6. Commercial Area Repositioninq - Commercial development potential fOr <br /> the commercial area will be estimated taking into consideration <br /> competition, household growth, trade area demographics, purchasing <br /> power and estimated-market share. Based on the purchasing power <br /> analysis, competitiVe shopping areas, and Current retail trends, future <br /> retail, service and office potential for the commercial area at TH-47 and <br /> 167th Avenue will be estimated by business type. The consultant will <br /> recommend store types, size and merchandising and estimate retail, <br /> service and office space that can be supPorted ,by the sales potential for <br /> target years 2005 and 2010. <br /> <br />Responding Consultants <br />The city received proposals from three consulting firms to complete the scope of <br />work noted above. The consultants include Associated Retail Consulting, <br />Maxfield Research, inc. and McComb Group, Ltd.
