I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mr. James Norman, City Adrrfinistrator <br />City of Ramsey <br /> <br />February 21, 2003 <br /> <br />APPROACH TO SCOPE OF SERVICES <br /> <br /> Maxfield Research proposes to approach this project by incorporating the traditional components <br /> of commercial demand analysis with additional businessowner and community input and either a <br /> Zip Code count from area businesses or an optional customer intercept survey that will Provide <br /> additional key information in determining the most appropriate, type of retail, .office and service <br /> businesses that may be attracted to the area; .... <br /> <br />Using the 2000 Census as a base, Maxfield Research. Inc. will review recent housing and <br />commercial construction in the Trade Area, analyze population, household and employment <br />projections made by the Metropolitan Council and Will examine Current land Use plans and <br />available land in communities within the Trade Area tO identify the ·potential to reach the <br />projections by the forecast date. AdditiOnal demographic data on household characteristics <br />including income, age, household 'type, expenditures, tenure, lifestyle segmentation among <br />others will be factored into the retail market demand. In addition, 'we will factor in the likely <br />demographic characteristics of employees working in the immediate area and the proportion that <br />are likely to patronize retail goods and services close to their work. This wilI be accomplished: <br />through interviews with larger employers, in the area and employers in close proximity within <br />(one-quarter mile) of the subject site. We will also factor into our analysis· any other <br />developments that are imminent or proposed in the area and any future facilities plans of <br />employers that may impact the employment base in the area. <br /> <br /> We will rely on the Client to provide names and contact numbers, if possible,, for businesses in <br /> the commercial district and larger employers in the City of Ramsey. This will assist us in being <br /> able to obtain information in the most efficient manner and will reduce our need to spend <br /> additional time identifying key sources for employment data. We will also rety on the Client <br /> group to provide information regarding any other published studies that have already been <br /> completed for Ramsey. <br /> <br />Sources of data: <br /> <br /> U.S. Census data; <br />.Metropolitan Council data; <br /> Local data generated by individual communities including residential and commercial <br /> building permits issued, comprehensive plan documents, calculations of available land by <br /> land use and other studies or research recently completed; <br />· Data generated by other pertinent studies (if available); <br /> National and local data sources for retail data (Urban Land..
