Rick and MI. Rollings:

Weare in receipt of your preliminary plat application and zoning amendment request to develop
a single-family plat in the City of Ramsey. The preliminary plat application consists of 4 sheets
of the plat, utilities, and grading plan prepared by Otto Associates, dated April 13, 2007, and a
landscape plan prepared by Marklee Laberee Design Group. The City offers the following
comments:

General: The subject property is approximately 1.5 acres in size and is located on the east side of
NO\~rthen Blvd., north of Sunwood Drive NW, at 14765 Nowthen Boulevard. The preliminary
plat is proposing five, single-family lots. In addition to the platting process, a rezoning to
Planned-Unit-Development will be required to develop as proposed to allow for minor deviations
from front-yard setbacks on nvo lots, lot width deficiencies on three lots, and a density increase
to 3.3 units per acre.

Zoning an d Density: The subj ect property is approximately 1.5 acres. and is currently zoned R-1
Residential, which allows up to 3 units per acre. The 5 units proposed results in a net density of
3.3 units per acre, which exceeds the R -1 Residential zoning. Staff is requesting reducing the
number of units to conform to the single-family zoning district for a ma.ximum of 3 units per
acre.

Lot Size and Width: The proposed five lots all conform to the 10,800 square foot area
requirement for single-family lots. However, the lot width, as measured at front building setback
line (30 feet) for cul-de-sacs, ranges from 55 feet to 95 feet. Three of the five lots do not meet the
80 foot lot width minimum.

Setbacks: The following setbacks are required within the single-family zoning district:
Front yard setback: 30 feet
Side yard setback: 10 feet house, 6 feet garage, side corner 30 feet
Rear yard: 30 feet

105
