There is one additional exit-only access onto Rhinestone Street from <br />the garage. City Staff was originally concerned that this exit would conflict with the tw:o-way <br />accesses north and south of it. The sole purpose of this exit is to accommodate hearses leaving <br />the garage area, which is not an activity of high frequency. Therefore, City Staff determined that <br />a right-out only onto Rhinestone is acceptable in this case. <br /> <br />The southerly access does comply 'with the spacing requirements from the intersection of Civic <br />Center Drive and Rhinestone Street. <br /> <br />Traffic Generation: As part of the Town Center AUAR, a detailed traffic analysis was <br />completed that anticipated the type and size of development shown on the plat. The proposed <br />development is consistent with the traffic modeling system used as part of the AUAR analysis. <br /> <br />Regional road improvements to facilitate the whole Ramsey Tovm Center development have <br />been agreed upon and have already begun' construction. This proposed development does not <br />generate more traffic than was anticipated.. <br /> <br />Utilities: Utility stubs for water, sanitary sewer and storm sewer have been extended to the <br />property line from the adjacent streets. A watermain connection must be provided to the interior <br />of the site for fire hydrants, Future development phases will also be required to provide <br />connections so the hydrants internal to the site will have multiple connections to the municipal <br />system, <br /> <br />Park & Trail Fees: Per City Code, there is a $1,090.00 per acre trail development fee due to the <br />City. In addition, there is the standard park dedication fee of $4,738,00 per acre. The fees were <br />meant to be taken care as agreed to in the Town Center Park and Trail Agreement dated April 28, <br />2005. The Master Developer, RTC, LLC, is in default under that agreement. Prior to fmal plat <br />and final site pIan, the park and trail fee obligations for this site must be met. Staff "will work <br />with you to explore options on how this obligation will be met. <br /> <br />Sewer, Water, Stormwater Trunk Fees. The 2007 rates for water trunk fee is $7,751 per acre; <br />sewer trunk fee is $3,555 per acre; storm'ivater trunk is $4,151 per acre. These fees must be paid <br />prior to releasing the pI at for recording. <br /> <br />Ramsey Town Center Phase I Roadway Improvements, Phase II Roadway Improvements, <br />AUAR Roadway Improvements, Parking Facility Improvements: In accordance with City of <br />Ramsey Resolutions 05-02-065, 05-02-066, 05-02-067 and 05-02-068, assessments for Ramsey <br />Tovm Center Phase I Roadway Improvements, Phase II Roadway Improvements, AUAR <br />Roadway Improvements, and parking facility improvements shall be payable to the City in a <br />single installment prior to the release of the final plat mylars for recording. Total payment due <br />includes principal plus accrued interest in the amount of 6.3% per annum commencing February <br />22, 2005. This assessment was satisfied when the subject property was transferred from RTC, <br />LLC to Jim Deal ofPSD, LLC. <br /> <br />33 <br />
