Chairperson McDilda expressed his concern that Ramsey is in a Suppression zone and on
the border of being in a containment zone.

Coordinator Anderson concurred, adding that the table spells out what criteria the City of
Ramsey would be eligible for in cost sharing.

Board Member Bentz asked if someone would have to be hired to oversee the maps and
other details.

Coordinator Anderson stated that Ramsey would use the maps that they have, the DNR
breaks things down into sections.

Chairperson McDilda asked about specific areas of identification and when the maps
were done.

Mr. Rehder stated that the maps have been updated annually.

Board Member Bentz asked what an inactive oak wilt site is.

Mr. Rehder stated that the blue areas indicated on the map have been treated and annually
inspected.

Board Member Sibilski stated that he has personally used the program in the past. Board
members were of the consensus that across the road would not be considered adjacent
property, but Coordinator Anderson stated he would determine that information for
certain.

Coordinator Anderson stated that as an arborist, he believes it is important to move
forward with the oak wilt program. He stated it is unfortunate that it must move to a
proactive style but his preference would be to not see Ramsey lose the eligibility for cost-
share funding to help offset the cost for citizens. He suggested that the City take a
proactive approach.

Chairperson McDilda stated that he didn't know how to not recommend the City not take
this action. He stated that as it continues forward, the EPB may discuss other ways to

Environmental Policy Board/ April 2, 2007
Page 9 of 14
