He stated it is unfortunate that the state has changed their policy, but the <br />City needs to continue with the program. <br /> <br />Board Member Sibilski stated that if it goes forward, it will open up to the City Council, <br />an action that involves funding. There may be citizens who complain. <br /> <br />Board Member Bentz asked if the City can supplement with funding mechanisms such as <br />the Landfill Tipping Fee Fund. <br /> <br />Coordinator Anderson stated that he could look into it as an option. The City may need <br />to budget for diseased tree removal in the future. <br /> <br />Chairperson McDilda asked if the scope could be broadened to something such as a Tree <br />Bank concept. He suggested making a recommendation that the City follow up and <br />entertain ways to offset the cost of diseased tree removal for undue hardship for relief. <br />He stated the City would be looking out for their best interest in requiring a treatment <br />process. <br /> <br />Board Member Freeburg asked Coordinator Anderson who was responsible for taking <br />care of oak wilt on the State and County lands. <br /> <br />Mr. Rehder stated that Anoka County Parks Department does a good job of taking care of <br />diseased trees. The County is proactive in their parks. <br /> <br />Coordinator Anderson stated that the appropriate entities would be responsible. <br /> <br />Chairperson McDilda asked if federal funds were available to municipal localities. <br /> <br />Mr. Rehder stated that he believed federal funding is available. <br /> <br />Chairperson McDilda asked Coordinator Anderson to follow up on his questions. <br /> <br />Board Member Bentz asked what is meant by proactive. <br /> <br />Coordinator Anderson stated that proactive means to have a staff person actively out <br />there looking for diseased trees. <br /> <br />Mr. Rehder stated that the best way to start would be an aerial fly over of the City of <br />Ramsey to see how dramatic the oak wilt problem is. He stated the program would mean <br />people would be out there putting paint on trees to identify diseased trees. <br /> <br />Board Member Olds asked Coordinator Anderson about invasive pests and shade tree <br />diseases and whether it would be beneficial to include that in a motion at this time. <br /> <br />Coordinator Anderson suggested one motion could be specific to oak wilt, and another <br />motion could expand on language of the ordinance that to include other diseases. <br /> <br />Environmental Policy Board!
