City Engineer CITY OF RAMSEY 15153 Nowthen Boulevard NV/ Ramsey, lVffq' 55303 SUBJECT: SCOPE OF SERVICES FOR REVIEW OF AUAR TRAFFIC SECTION RAMSEY TOWN CENTER Dear Mr. Olson: We are very pleased to submit this proposal to review the traffic analysis and proposed roadway geometrics for the Ramsey Town Center AUAR. Our understanding is to provide a scope of services and cost estimate for the work we anticipate completing. The scope of work could significantly change, depending on the amount of review required. SCOPE OF SERVICES The scope of our services, as we anticipate, is to perform the following tasks: 1. Review the traffic section for the draft AUAR and the traffic study. 2. Review the trip generation for the proposed land uses and trip reductions used for multi-purpose trips, diverted link trips, pass-by trips and modal split. Review the projected background growth assumptions. 3. Cursory review of the trip distribution for consistency with other traffic studies. 4. Cursory review of the generated traffic assignment to the roadway network. 5. Cursory review of the capacity analysis and intersection level of service calculations. 6. Review the recommended roadway improvements. This includes improvements to the existing and internal roadway system, the need for turn lanes, access spacing, and consistency with other traffic engineering studies and guidelines. Attend two project meetings to discuss review. Assist with comments from Mn/DOT, Anoka County and Met Council staff regarding their comments on the draft AUAR.
