-50- <br /> <br />The use of the wording "When Children Are Present" is also very difficult to enforce. Our <br />experience in court trials is that these type of' citations are routinely contested because nowhere in <br />statute does it define what this means. Does it mean that there has to be a child on the shoulder or <br />does it mean that children are in the playground visible from the street? We argued years ago to <br />remove the "When Children Are Present" wording and subsequently the Monday through Friday 8:30 <br />a.m. to 4:30 p.m. timeframe was adopted. This time frame had worked very well for us until the two- <br />45 minute time flames of reduced speed were enacted in 2002: Prior to this change Ramsey <br />Elementary School was recognized as one of the best enforced and complied with speed zones in <br />Anoka County. This is because we had worked cooperatively with the County in developing a speed <br />zone and time 1/mits that fit our specific school and community needs. <br /> <br />It would be our recommendation that the speed iimit remain at 35 miles per hour from 8:00 a.m. to <br />6:00 p.m:, Monday through Friday. It is our contention that children are present during these times <br />and for their safety, the speed limit and times should be adjusted to meet their safety needs.
