EXHIBIT C CITY OF RAMSEY DEVELOPMENT PERMIT PANTHER INVESTMENTS On March 25, 2003, Site Plan approval was granted by the City of Ramsey ("City") to Panther Investments, }t Minnesota partnership, ("Permit-tee") to construct a 32,805 square foot office, manufacturing and warehouse facility ("Structure") on the property which is legally described as follows: Lot 3, Block 1, SUNFISH LAKE BUSINESS PARK, Anoka County, Minnesota ;("Site"). This approval is issued pursuant to {}9.03.06 of the City Code. The conditions of this approval are as follows: STRUCTURE. Ail building plans must be prepared and certified by a registered engineer or architect. STATE BUILDING CODE COMPLIANCE. The structures shall be constructed in accordance with the requirements of the State Building Code. SITE PLAN COMPLIANCE. The structures shaI1 be sited and constructed on the Site as shown on the Site Plan prepared by Lampert Architects, dated February 7, 2003, revised ,2003. SITE PREPARATION. All site grading and drainage shall be subject to approval by the City Engineer and in accordance with the Grading, Drainage, and ErosiOn Control Plan prepared by Anderson Engineering of Minnesota, LLC dated July 11,2003, revised REQUIRED IMPROVEMENTS. The Permittee shall construct and install the following site improvements on the Site in accordance with the specifications and location as shown on the Site Plan. The Required Improvements are as follows: Site grading and permanent erosion control in accordance with the approved Grading Plan 'prepared by Anderson Engineering of Minnesota, LLC, dated January 30, 2003. Installation of bituminous driveways, parking lots and maneuvering areas. Installation of B-6/12 continuous concrete curbing around the perimeter of all bituminous surfaces. Establishment of turf in areas disturbed during construction. Landscaping. in accordance with the Landscape Plan prepared by Lampert Architects dated February 7, 2003. ("Required Improvements") INSPECTION FEES. The DEVELOPER shall be responsible for all inspection costs incurred by the City related to the installation of the Required Improvements. The DEVELOPER shall make a cash deposit into the appropriate escrow account at the City and the City shall have the authority to draw upon these funds for the purpose of compensating for inspection services. The amount of the deposit shall be equal to five percent (5%) of the estimated cost of the Required Improvements, which equates to Five Thousand Eight Hundred Fifty Dollars and no cents ($5,850).
