<br />Mayor Gamec commented at one time there had been discussions about expanding the park <br />there, but it was dropped because of the purchase of Elmcrest Park and other activities. <br /> <br />Mr. DeBruyn stated Mr. Bauer would like to sell this land and have it be part of a whole <br />community area. <br /> <br />Interim City Administrator Nelson indicated she will look into any conflicting uses for the <br />proposed school site. <br /> <br />Councilmember Olson inquired about the timeframe for the new school. <br /> <br />Mr. DeBruyn replied the Department of Education will have an answer to the school by early <br />September, if not sooner. The school could potentially open in the fall of 2008. That would not <br />necessarily mean a building would be in place, but portables could be put up during the transition <br />period. There is start up funding available and it could move quickly. <br /> <br />Interim City Administrator Nelson stated Mr. DeBruyn is seeking a letter from the City <br />indicating they are aware of the project and support the project in concept. Staff can draft the <br />letter if that is the consensus of the Council. The other piece is that the City will continue to <br />have discussions with Anoka/Hennepin School District, and if there is an opportunity for them to <br />all sit down together they will dothat. <br /> <br />Councilmember Dehen stated this sounds like a good idea and he likes the concept; however, he <br />does not want to be on record that he supports it with a specific builder, developer, or landowner. <br />He is in favor of the concept, but not in advocating Jerry Bauer's land as opposed to someone <br />else's land. His position is not to be aligned with a specific developer or builder. <br /> <br />Councilmember Strommen pointed out that the school is not asking the City to support a specific <br />builder or landowner; they are asking if there are conflicts with the City's plans for the proposed <br />location. <br /> <br />Consensus of the Council was general support for the concept of another charter school in <br />Ramsey. There were no concerns expressed by the Council regarding the proposed location for <br />the school. <br /> <br />Councilmembers Elvig and Jeffrey returned to the meeting. <br /> <br />2) Review of Facility Rental Policy <br /> <br />Management Intern Gladhill reviewed that staff was directed to bring forward the Facility Use <br />and Rental Policy for discussion. The proposed Facility Use & Rental Policy and the proposed <br />Facility Use Permit is included in the Council's packet and is open for discussion. <br /> <br />Council discussed the proposed Facility Use & Rental Policy and the proposed Facility Use <br />Permit and requested the following amendments: <br /> <br />City Council Work Session / May 22, 2007 <br />Page 5 of9 <br />
