<br />. <br /> <br />Fees and Deposits: <br />o Addition of The Ramsey Foundation to community organizations exempt from <br />fees <br />o Clarification that a fee is charged for community organizations to use the facility <br />outside of the designated hours <br />Food and Beverage in Meeting Rooms: The statement that food and beverage may not be <br />consumed in the Municipal Center Conference Rooms should be changed to reflect the <br />intent that meals are not allowed in conference rooms (bottled water, coffee, donuts, etc. <br />would not be restricted) <br />Reservations: Change first statement as follows: "Reservations may be made no more <br />than six months 180 days..." <br />· . Use of Candles: Amend policy to state "No candles except with prior written <br />authorization." Rules for the use of candles should be distributed separately tQ those that <br />apply for special permission. <br /> <br />. <br /> <br />. <br /> <br />Councilmember Dehen questioned if the free groups trump the pay groups, as this appears to be <br />the intention under the Priority of Use listed in the policy. <br /> <br />Mayor Gamec indicated that is the intention. <br /> <br />Interim City Administrator Nelson explained there are community organizations like the Boys <br />Scouts that have standing meetings. The theory is that an organization like the Boy Scouts <br />would not be trumped by an organization like PSD holding a business meeting. <br /> <br />Councilmember Elvig inquired about situations that occurred with the Ramsey3 forums when <br />Bob Ramsey, a resident, wanted to use the building. <br /> <br />Interim City Administrator Nelson explained the issue was that there would be a fee for the use <br />of the building for Mr. Ramsey as a resident. The fee was not required when Councilmember <br />Look sponsored the meeting in accordance with the policy. As the policy stands today, if a <br />resident wanted a meeting there would be a fee associated with that use. Stafr s concern is how <br />events such as birthday parties and showers would be managed if this were to be opened up. <br /> <br />Councilmember Jeffrey stated the fees that are associated with these room rentals are very <br />inexpensive. He cannot compete with these rates at the college. Currently if someone wanted to <br />rent a room this size in the college they would be paying $500 to $600 per day with service <br />added on top of that. <br /> <br />Councilmember Elvig pointed out that people are paying for this building out of their tax dollars <br />every year. <br /> <br />Councilmember Jeffrey stated to that point, non-resident rates and for-profit rates should be <br />higher than resident rates. <br /> <br />Following discussion of the rates, consensus of the Council was as follows regarding the rates: <br /> <br />City Council Work Session / May 22, 2007 <br />Page 6 of9 <br />
