Interim City Administrator Nelson indicated she recalls that there were public safety concerns in
relation to Highway 10 with the request by Diamonds.

Councilmember Olson st.ated her recollection is that Diamonds was looking for an alternative for
the whole site and funding for their event.

Councilmember Elvig requested staff to research the minutes of the meetings when the
Diamonds request was discussed.

Mayor Gamec stated the key is to let the Committee continue working on the event and work out
the problems. His opinion is that the Committee has done an excellent job.

Interim City Administrator Nelson indicated direction is needed regarding the proposed
partnership with the Hope House. Carol Stafford of Independent Luxury Homes is present to
discuss the partnership with the Council.

Councilmember Strommen stated her only concern regarding the partnership would be the
precedent that would be set. She suggested drafting a calendar of summer events.

Management Intern Gladhill reported that the Committee was in favor of the partnership and felt
it would be beneficial. The events would be separate but sharing advertising resources.

Ms. Carol Stafford, Independent Luxury Homes, stated when she met with the Chief regarding
the Hope House event scheduled for September 16th he brought up that Happy Days is scheduled
for September 14th and 15th. She stated there will be a concert benefit at Diamonds following the
benefit walk for the Hope House. This will be an annual event. TheMS Society, Lupus, and
United Cerebral Palsy have been invited to participate, as well as many area businesses. They
are starting to go national with the Hope House, and would love to add the City of Ramsey logo
on their web site and a link. The Hope House of 2007 and 2009 will definitely be located in
Ramsey; the 2008 location is left to be determined. Ramsey has been phenomenal. Their new
family will be moving into the City on June 1 st. This is going to be huge for the City of Ramsey
and everyone that is part of the project.

Councilmember Dehen stated he does not have any problems with the walk; it is a great idea.
His question is what they will do next year if someone wants the City to advertise jointly with
them, and why the City would partner with the Hope House as opposed to someone else. In his
view, he questions whether that is the City's function to partner with specific entities.

Mayor Gamec pointed out that the City's posters already show the sponsors of parades. He
questioned what the difference would be in advertising with the Hope House.

Councilmember Elvig stated there is a synergy that fits with the Hope House that he is intrigued
with. In relation to the question about the precedent for following years, this is unique and the
timing is there. The City would be endorsing the Hope House with this advertising partnership,
rather than supporting it.

City Council Work Session / May 22, 2007
Page 8 of9
