The developer was also <br />required to install sewer and water infrastructure in the street in anticipation of sanitary sewer <br />and municipal water becoming available to the site in the future. Ms. DaInes reviewed the <br />following revisions the developer has made to the final plat development agreement: <br />1. Deferring the installation of 156th Avenue until the second phase of the development and <br />waiving the requirement to install sewer and water infrastructure within the public road <br />right-of-way. This allows the developer to defer the cost of the road to the second phase <br />and avoid the installation of infrastructure that will not be used in the near future. <br />2. Deferring the installation of the 156ili Avenue and sewer and water infrastructure until <br />City sewer and water are extended to this area. <br />3. Deferring the installation of 156ili Avenue and sewer and water infrastructure until the <br />second phase of the development to allow the cost to be spread over a larger development <br />area. <br /> <br />Associate Planner DaInes stated staff recommends maintaining the original requirement for the <br />construction of 15 6th Avenue and associated infrastructure in the first phase of the development. <br />If Council is inclined to approve a revision to the development agreement, staff recommends that <br />the construction of 156th Avenue be completed in the first phase, and possibly allowing the <br />opportunity for deferring the installation of sewer and water infrastructure. Ms. Daines advised <br />the intent is to plan for the long term with connections. However, in other commercial <br />developments in this area of the City they have required an agreement to connect to urban <br />service within two years of availability but not required the infrastructure to be put in ahead of <br />time. <br /> <br />Mayor Gamec verified with Ms. DaInes that the connection would be from Alpine Drive. He <br />asked if there are any access concerns from Fire Staff if the installation of 156ili Avenue were to <br />be deferred. <br /> <br />Fire Chief Kapler indicated the one issue he and Police Chief Way were discussing was that if <br />156ili Avenue were to be deferred, access would need to be gained by leaving the City of Ramsey <br />to go into Elk River back in to the site. The first phase is a bit of a balancing act; as the <br />occupancy area gets bigger they would shoot for two accesses to this type of development. <br /> <br />Mayor Gamec verified that the developer's request is to eliminate the access from Alpine Drive. <br />He stated it would be a concern if there was a need to access the site through Elk River in <br />relation to fire response. <br /> <br />Councilmember Elvig expressed concern with accessing the site through Elk River. He stated <br />they are not sure about what the median closures will be on Highway 10 and access through Elk <br />River could be affected by a median closure. He is concerned about the median closures and <br />having two access points. He noted this site does not presently have sewer and water, so there is <br />not forced water in this area. This is an issue with density in housing, and an industrial site could <br />be an even bigger fire hazard. He stated 156th Avenue is very important, but he is comfortable in <br />working with the developer regarding the service of sewer and water provided there is a surety in <br />place.
