<br />close the access onto Town Center Drive, but that does not impact this plat, as it has access from <br />Rhinestone Street. <br /> <br />Councilmember Elvig questioned if the turn lanes will need to be addressed at some point in the <br />future. <br /> <br />Assistant Community Development Director Frolik replied in two years time Bunke r Lake <br />Boulevard will be reconstructed and the turn lanes would be removed. <br /> <br />Councilmember Elvig suggested a work session discussion regarding the impacts of how the <br />City may want to posture itself regarding these turn lanes and the reconstruction of Bunker Lake <br />Boulevard. He noted it may not affect this project, but it will affect the overall concept. <br /> <br />Mayor Gamec indicated the plans and specifications for the Bunker Lake Boulevard project are <br />moving up sooner than scheduled. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to grant preliminary <br />plat and preliminary site plan approval to Symphony at Town Center, contingent upon <br />compliance with the City Staff Review Letter dated April 26, 2007, revised May 17, 2007, with <br />the exception of the park dedication requirement and the requirement for the construction of turn <br />lanes which is being addressed in the final plat documents. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Dehen, Elvig, Jeffrey, Look, <br />Olson, and Strommen. Voting No: None. <br /> <br />Further discussion: Councilmember Elvig requested the developer to provide information <br />regarding the market in the region in comparison to Ramsey. Mr. Ciders stated overall the <br />market has slowed down. In Ramsey, K. Hovnanian has taken deep price discounts to spur along <br />the housing construction, and hopefully building on the momentum they have. Regionally the <br />market is down. It is anyone's guess when it will rebound, but K. Hovnanian is trying to <br />stimulate the market. Councilmember Elvig asked if K. Hovnanian is venturing forward with <br />Symphony because they have a reasonable sense here. Mr. Ciders replied K. Hovnanian is <br />responding to the interest in the chateau homes with the mix being proposed. Mayor Gamec <br />stated the different style of homes and the people and their ways of living is amazing. When he <br />moved to Ramsey it was large lots and acreage, and now there are people that do not want that. <br />It is such an abrupt change taking place in the community. <br /> <br />Case #5: <br /> <br />Request for Amendments to Development Agreement for Northfork Office <br />Condos; Case of Saint Andrew's Investment Group, LLC <br /> <br />Associate Planner DaInes reviewed that on December 28, 2006, the City Council approved the <br />final plat and site plan for Northfork Office Condos, to develop the first four multi-tenant <br />commercial buildings on the property just north of 156ili Avenue on the western border of <br />Ramsey. The approved preliminary plat was a cluster commercial development consisting of 15 <br />buildings on one lot serviced by a community septic system and well.
